Total coal dust generated by three thermal plants would reach 3.8 million tons per year, of which Chinese-invested Vinh Tan thermal plant 1 contributes greatly, according to the Ministry of Industry and Trade (MoIT).

Vinh Tan 2, 4 and 4-extension plants share the same dumping ground, covering and area of over 38 hectares and having a capacity of 9.3 million cubic meters, stated the MoIT in a report sent to Prime Minister Nguyen Xuan Phuc.
The ground has now stored 4.5 million cubic meters of coal dust, and is expected to be filled up within two years, the report added.
According to the MoIT, Vinh Tan 1 has received the Prime Minister’s permission to store the coal dust in long-term, while Vinh Tan 2 is under pressure to seek a third party consuming the waste it generates, amounting to 4,500 tons per day.
The construction of 1,200 -MW Vinh Tan 1 was begin in July 2015 by a consortium of Vietnam National Coal and Minerals Group (Vinacomin), China Southern Power Grid Company and China Power Investment Corporation. The two Chinese firms provided 95% of the US$1.6 – 1.7 billion in capital for the plant’s construction. Unit 1 of the plant is scheduled to be completed in late 2018, and Unit 2 in early 2019.
In October 2009, Vietnam Electricity, the sole distributor of electricity in the country, signed a construction contract with Shanghai Electric Group for the construction of the 1,245-MW Vinh Tan 2 worth US$1.3 billion. The first unit of the plant came into operation in January 2014, and the second in September 2014.
Vinh Tan 4-extension is schedule to be operational in December 2019 and Vinh Tan 3 in 2020.
The combined power capacity of four thermal power plant stands at 6,224 MW in Binh Thuan province, Vietnam with total investment of VND104.9 trillion (US$4.53 billion), of which 1,845 MW are operating as of June 2018.
