The Capital City plans on checking construction material development
The Hanoi People’s Committee issued Official Letter No. 5557/UBND-DT dated November 3, requesting People’s Committees of districts, suburban districts and towns to review implementation of Ha Noi’s planning on construction material development to 2020, orientation to 2030.
Under the Official Letter, the People’s Committee of districts, suburban districts and towns shall take following actions:
Proactively prepare dossier and map to manage current construction material production and exploitation facilities in the area, focusing on statistics and data of construction materials; create favorable conditions for stabilization and development of the production facilities, thus increasing revenues of the local budget; consider and allocate land fund for projects on new construction materials, unburned materials, storage sites of construction materials according to planning and land use plan; determine one or two places for storage of construction materials;
Check and suggest operation or change location of production facilities which is no more suitable with local planning; make plan to use land fund efficiently after withdrawal from construction material production and exploitation facilities; check, closely supervise facilities’ operation and implementation of legal regulations on protecting environment, preventing loss of natural resource tax and environment fee; severely punish production facilities that break the law, or report to competent authorities and suggest measures to handle them when encountering problems beyond authority;
Eliminate all brick kilns which cause environment pollution, and prevent repeated violation; prevent any new pollution case caused by brick kilns; check storage sites of construction materials along rivers, prevent infractions of dyke and irrigation work safety, closely supervise the storage sites, and severely punish violators.
The Department of Natural Resources and Environment shall closely cooperate with Department of Construction and relevant units, People’s Committees of districts, suburban districts and towns in planning management, especially issues relating to environment protection, planning, land use plan, mineral exploitation for construction materials; provide, hand over records and papers relating to planning the survey, exploitation, processing and use of minerals for construction materials under management of the Department of Natural Resources and Environment.
The Department of Planning and Architecture shall update planning with information of current construction materials production facilities; cooperate with People’s Committees of suburban districts to plan one or two storage sites of construction materials in proper places to meet the demand of localities in building new-style rural areas; proactively cooperate with People’s Committees of districts, suburban districts and towns to check construction materials production facilities that should be moved, or determine new locations for them.
