Hanoi will shorten the time needed to process applications and grant construction permits from 166 days at present to no longer than 120 days in line with a prime minister instructive dated March 13, 2018.
The municipal People’s Committee has assigned the Department of Construction to review construction-related procedures and make proposals on ways to achieve the target and report to the municipal People’s Committee before June 20.
The People’s Committee also instructed local administrations, agencies and sectors to quickly review the process of related procedures under their management such as granting land use certificate (commonly know as red book in the country), supplying electricity and water and assessing fire prevention of buildings with a view to reducing the processing time.
Accordingly, the city’s electricity and water supply companies should work to reduce the time for electricity and water connection from 14 days to not more than 7 days.
The Hanoi Fire Fighting and Prevention Police Deparment is required to cut the time for evaluating fire prevention schemes of construction works from 30 days to 20 days at most.
The People’s Committees at lower levels are instructed to review construction-related procedures within their power with a view to shortening the time taken to complete them.
The municipal Department of Natural Resources and Environment is required to work to shorten the time for granting land use certificates and land-related property ownership certificates from 30 days to 20 days at most.
All relevant departments, agencies and sectors must report the pace of their work to the Department of Construction before June 15, 2018.
