Of the set targets, Hanoi expects to save its total consumption energy by 8%-10% in the 2020-2030 period and 14% in 2031-2045 by promoting the use of efficient energy equipment; diseminating energy saving; strengthening solutions to reduce power consumption and emissions in industrial zones, factories, and urban areas.

It strives to raise the ratio of renewable energy in its primary energy supply to 2% in 2030 and 5% in 2045. The total solar power capacity is expected to hit 700 megawatts peak (MWp), including rooftop solar at low-rise and high-rise buildings in the city while biomass is expected to hit 300MW by 2030.

To achieve the goals, the local government has identified nine tasks namely (1) Developing primary energy sources; (2) Developing the energy sector to meet requirements of the industralization and modernization cause; (3) Restructuring energy-consuming sectors and zones together with implementing policies on clean, economical and efficient use of energy.

In addition, it will (4) Develop sustainable energy infrastructure for better economic connectivity; (5) Boost capacity of manufacturing industry that serves the energy sector; (6) Restructure state-owned enterprises in energy sector, encourage private investments in the sector; (7) Change policies to modernize the energy sector; (8) Train high quality manpower; and (9) Implement environmental protection policies, promote inclusive economy for sustainable development.
