Hanoi to realize regulations on managing, exploiting and maintaining urban road system
The Hanoi People’s Committee released Decision No. 09/2018/QD-UBND to stipulate regulation on managing, exploiting and maintaining urban road system in the Capital city.
Under the Decision, the Regulation consists of four chapters and 37 articles, focusing on the management, exploitation and maintenance of urban road system of Hanoi, as well as Vietnamese and foreign organizations dealing with managing, exploiting and maintaining urban road system in Hanoi.
The management, exploitation and maintenance of the routes categorized as non-urban routes are implemented according to the Law on Road Traffic, Decree No. 11/2010/ND-CP and other current relevant documents.
Common use of the urban road system must be in accordance with approved planning schemes, boundaries and landmarks; it must ensure comprehensiveness of infrastructure, landscape and environment, smooth and safe operation of the current infrastructure, and comply with technical norms and standards.
Management, exploitation and maintenance of the urban road system must be implemented consistently on the basis of giving detailed assignment, responsibilities and authority, as well as close cooperation among the city’s departments, agencies and local governments at all levels.
Urban road system must be managed closely according to the planning. All activities relating to management, exploitation and protection of the urban road system must ensure smooth operation, safety, efficiency and order of the routes, and contribute to boosting social economic growth, maintaining national defense, security and protecting the environment.
Urban roads is used for the purpose of transport only. If the roads are used for other purposes, it must be approved by competent state agencies, and must comply with regulations of the Municipal People’s Committee.
Violations of regulations on managing, exploiting, maintaining and using the urban road system must be detected and stopped soon, and must be severely punished according to current legal regulations of the State.
The Department of Transport is in charge of cooperating with relevant agencies and units, urging and supervising implementation of the Regulation. If amendment, supplement is required during the implementation process, the city’s departments, agencies and units report to the Department of Transport; the latter will sum up information and report to the Municipal People’s Committee for further consideration.
The Decision takes effect since May 13,2018, replacing Decision No. 15/2013/QD-UBND dated May 9, 2013 of the Municipal People’s Committee on issuing regulations on managing, exploiting and maintaining urban road system in Hanoi, Decision No. 17/2015/QD-UBND dated July 21, 2015 of the Hanoi People’s Committee on amending and supplementing a number of articles of Regulation on management, operation, exploitation and use of the urban road system market in Hanoi issued in association with Decision No. 15/2013/QD-UBND dated May 9, 2013 of the Municipal People’s Committee.
