Hanoi to step up fight against corruption and harassment in administrative agencies

The Hanoitimes - There should be a clear disciplinary mechanism and zero-tolerance policy for public servants committing such acts.

The Hanoi People’s Committee has issued document No.4566/UBND-KT on stepping up efforts against corruption and harassment by public servants while handling administrative procedures.  

 Hanoi aims to fight corruption and harassment in administrative agencies.

Under the document, the municipal People’s Committee requested leaders of departments and units to carry out strict measures against corruption and harassment at administrative agencies.

In this regards, leaders are expected to take a major responsibility in setting example and enhancing supervision works in their respective agencies.

Moreover, there should be a clear disciplinary mechanism and zero-tolerance policy for public servants committing such acts.

The document stated leaders at local agencies would be held accountable for any act of corruption or harassment happens under their jurisdiction. They are also urged to regularly evaluate subordinates’ performance and address complaints, concern of citizens and businesses in a timely manner.

Local agencies should also continue to encourage public participation in the fight against corruption and harassment in administrative units.

On September 21, Vice Chairman of the Hanoi People’s Committee Nguyen Van Suu issued document No.4594/UBND-SNV on conducting a survey to gauge the public’s satisfaction towards state agencies.

The move is part of an evaluation process for the 2020 Satisfaction Index of Public Administration Services (SIPAS) held by the Ministry of Internal Affairs.

The municipal People’s Committee requested all local administrative units to actively take part in the survey, while people are encouraged to realize their rights by answering all questionnaires.

The selection process of a sample questionnaire is set to be completed before September 29.

The Satisfaction Index of Public Administration Services (SIPAS) in 2019 was 80.09%, slightly lower than the result of 83% in 2018.

In 2019, Hanoi’s authorities delivered 11.4 million administrative transactions on time, or 99.1% of the total, while the number in the first quarter of 2020 was 1.87 million, equivalent to a rate of 99.8%.
