At the discussion session on July 4th, Hanoi’s People Council approved the draft of enhancing traffic vehicle management to ease traffic congestion and pollution in Hanoi, from 2017 to 2020, with vision up to 2030. The approval rate stands over 91%.
During the two hour discussion on the draft, 10 ideas from council’s members agree that it’s necessary to issue the Resolution, which is prepared meticulously. Chairing the session, Vice Chairman of Hanoi’s People Council Nguyen Ngoc Tuan hailed the Resolution as a historic step and breakthrough for the development of Hanoi.
Under the Resolution, the Hanoi government will phase out motorbike in inner city districts since 2030; then sum up, classify the operating motorbike by areas (district, prefecture), expiration date, and category; assign limited areas from motorbike to fit the basement of infrastructure and capacity of public transportation system.
Cars, which now occupy over 40 percent of the city's roads according to police data, will have to stay away from specified streets during certain hours and days, and will be charged higher parking fees in downtown areas. There would be trial “odd or even day” restriction for car parking and respective disciplines for cars from outskirt zone.
Besides, to control the traffic vehicle number, Hanoi government will take synchronous measures, including monitor taxi system by 2030, following the route from 2017 to 2020.
With taxi and app-based transport services (Uber, Grab…), the government would give them suitable quota. Hanoi will review, research to announce the limitation of electric car operating in the city, in regard to the infrastructure and safety criteria.
The Resolution also require that car owners must have electrical account with sub equipment, facilitating government in management and regulation (such as automatic fee collection equipment…); establish mechanism to collect progressive fee, focusing on center area.
Buses are currently the only means of public transport in the city, and they are becoming less popular. The city has been pouring money into other projects including a metro system and a sky train system. Figures from Hanoi police released late last year showed the city of 7.6 million people had more than five million motorbikes and 550,000 cars. The country had around 45 million registered motorbikes last year, according to official data.
Buses are currently the only means of public transport in the city, and they are becoming less popular. The city has been pouring money into other projects including a metro system, but that could take years to complete.

- Period 2017-2020: Focus on measures of managing number and quality of circulating traffic vehicle and developing public transport system.
- Period 2017-2030: Carry out group of measures of invesment, construction, infrastruction, public trasportation and urban plan review... to support the traffic of Hanoi.
