Hanoi publishes decisions on administrative procedures

The Hanoi People’s Committee has recently issued Report No.87 on result of controlling administrative procedures in the first quarter of 2018 in the city.

All decisions on announcing administrative procedures are published on the national database and at the offices of One Stop Shop sections where administrative procedures are received and processed. They are also announced in other manners according to regulations.

The People’s Committee directs Department of Information and Communications to integrate information of administrative procedures on the national database with database of Hanoi Portal.
The city reviews 30 decisions on announcing administrative procedures issued by the Municipal People’s Committee in 2017. 
Total amount of 584 administrative procedures is publicized on national database, including 15 new administrative procedures and 469 amended, supplemented administrative procedures. The redundant, duplicated, abolished administrative procedures according to the decisions are withdrawn.
Hanoi issues three decisions on announcing administrative procedures in 2018 for 130 procedures, publishing 86 administrative procedures and withdrawing 49 others. 
After being reviewed and standardized, the administrative procedures are integrated with administrative procedures of ministries and sectors according to guideline of the Government’s Office.
The city approved plan on simplifying administrative procedures in 2017, focusing on 61 administrative procedures in various fields under Hanoi’s authority, including 3 procedures in the field of agriculture and rural development, 11 administrative procedures in education and training, 10 administrative procedures in science and technology, 4 administrative procedures in the field of health, 18 administrative procedures under authority of the Management Board of Industrial, Processing and Export Zones, and 12 administrative procedures in the field of labor, war invalids and social affairs.
Quality of administrative procedure control in city’s agencies and units is improved. More effort is taken to find more initiatives for administrative procedure reform. 
Drastic measures are made to review the administrative procedure simplification and announcement according to regulations, thus creating favorable conditions for organizations and individuals to access and process the administrative procedures.
Transfer of administrative procedure control task and implementation of One Stop  Shop, inter-level One Stop Shop mechanism are taken comprehensively, continuously and efficiently. 
The cadres of officers in charge of administrative procedure control in city’s agencies, sectors, districts and towns are improved and consolidated, and receive proper and timely support.
The agencies and sectors pay more attention to processing administrative procedures, improve quality of the service, minimize the number of overdue dossiers, and give apologize for the overdue dossiers. 
They also receive and handle feedback about regulations on administrative procedures and processing of administrative procedures.
Training on administrative procedure control is organized for responsible officers and staff of units, helping them improve their knowledge and skills in controlling administrative procedures.
