Hanoi to make effort for traffic safety and construction order

The Hanoi Traffic Safety Committee has recently released Report No. 23/BC-BATGT on performance in the first quarter and key tasks for the second quarter of 2018 in the Capital.

According to the report, in the first quarter of 2018, traffic accidents are controlled; the number of accidents and injuries is reduced against the same period last year, and the number of accidents, injuries and deaths is reduced against the last period.

The city serves people’s demand for transport before, during and after New Year’s Eve, Lunar New Year and Spring Festival of 2018, while maintaining traffic safety during important economic, cultural and political events.
In the second quarter of 2018, the municipal Traffic Safety Committee shall take the following actions:
Cooperating with the Hanoi Police Department, People’s Committees of districts, suburban districts and towns to promptly inspect and handle black spots of traffic accidents and places which are prone to accidents.
Building and implementing transportation plan to satisfy people’s demand of transport, especially in the upcoming holiday (Reunification Day on April 30 and International Labor Day on May 1).
Cooperating with units of Ministry of Transport to re-arrange inter-provincial bus routes and connect them with urban bus network.
Increasing state management over transport business; increasing inspection and punishing violations of contract cars and tourist coaches; increasing efforts to handle violations detected through  auto tracking devices.
Recommending further application of Iparking in pay parking lots in the four urban districts (Hoan Kiem, Ba Dinh, Hai Ba Trung and Dong Da); conducting survey, and recommending streets to launch project on parking on odd-numbered days and even-numbered days.
Further increasing popularization of law on traffic safety and order, with special attention paid to traffic safety for children.
Conducting inspection, checking and urging city’s departments, agencies, districts, suburban districts and towns to realize instruction of the Central Government and the city on maintaining traffic safety and order.
Summing up information and preparing report quarterly, and submiting to the Ha Noi Traffic Safety Committee and People’s Committee.
The People’s Committees of districts, suburban districts and towns perform the following tasks:
Cooperating with the Department of Transport and relevant units to review, check and handle black spots of traffic, potential places which are prone to accidents, and traffic jam places in the areas under their management.
Further implementing Directive No. 33/CT-TTg dated July 21, 2017 of the Prime Minster on increasing management, ensuring safety of road and railway safety corridors.
Increasing supervision to ensure safety at intersections of roads and railway lines without fences, and prevent illegal paths crossing the railway lines.
Carrying out plan to increase urban traffic safety and order; managing the use of pavements, ensuring that priority is given to pedestrians; mobilizing more workforces to arrange traffic flows and guide traffic participants.
Increasing inspection, and applying severe punishments for violations in the field of traffic safety and order in the area under their management according to regulations.
