Quang Ninh Province and SBV top the table
The northern province of Quang Ninh climbed to top spot among localities nationwide regarding to the index, as announced at a conference held by the Government’s Central Steering Committee for Judicial Reform and the Ministry of Home Affairs on May 2.
Meanwhile,Ha Noi and southern Dong Nai province came in second and third place, respectively, in the PAR Index of 63 centrally-run cities and provinces, while the central province of Quang Ngai reported the poorest administrative reform performance.
Twelve out of 19 sectors and ministries have the index at 80% and higher, of which the State Bank of Vietnam (SBV) top the table with 92.36%; followed by the Ministry of Information and Communications and the Ministry of Finance. Meanwhile, the Committee for Ethnic Minority Affairs dropped to the bottom place in this year’s list.
Generally, the ministries, sectors and localities have gained numerous positive changes in their administrative reform, especially having deployed the models of dealing with administrative procedures online for the people and organizations. Speaking at the announcement ceremony, Vice Prime Minister Truong Hoa Binh louded the PAR Index as an important criterion for assessing the quality of public administration and requested ministries, sectors, and localities to include the index into the work of directing, running, and monitoring their units.
Hanoi’s non-stop effort
The inching up of Hanoi from the third to the second post in the PAR Index 2017 marks a recognition for the city's effort during the past time. Experts and officials believe the outcome is due to sharp and prompt acts of the city’s governance units to improve the administrative services.
“Hanoi defines administrative reform as a core political mission and breakthrough phase during 2017 to head to an active and effective service administration. Especially, Hanoi leaders promptly handled shortage and weakness in collaborating to solve connected administrative procedures”, said Tran Huy Sang, Head of Hanoi’s Department of Home Affairs.
Five-clear principle “personnel clear, task clear, responsibility clear, procedure clear, target clear” is applied to all the activities to ensure the duty attaching to the leadership in running the administrative mechanism. Besides, the city focuses on applying high technology in management, governance, and implement the online public service in local-level.
Especially, the city made progress with the increasing construction and use of software to ensure the efficiency of e-governance. A stark example is Gia Lam district with the rate of administrative cases solved online reached over 90% in 2017. According to Pham Tuan Anh, Head of Administrative Reform Chamber from Hanoi's Department of Home Affairs, all the departments, agencies as well as 30 districts and towns are deploying one stop shop mechanisms and building standard processes of administrative procedures and improve reception work. “We will also make effort to popularize the use of public services at level 3 and 4 in the time ahead," Tuan Anh said.
