Hanoi gains proud achievements in 10 years: Chairman Chung

Chairman of the Hanoi People`s Committee Nguyen Duc Chung affirmed that the right decision of the Vietnamese leadership has created a new look for Hanoi today, and provided strength and force for the capital’s fast and sustainable development in the time ahead.

At the 10th anniversary celebration of Hanoi's administrative boundary expansion on July 28, Chairman Nguyen Duc Chung made the statement that the event has become an important milestone in the city's construction and development process.

Proud achievements

Chairman Nguyen Duc Chung said that in the context of recent years, the world's political situation is complicated, Vietnam in general and Hanoi in particular have many opportunities, advantages, but also many difficulties and challenges.

With the efforts and determination of Hanoi’s authority and people, after 10 years of administrative boundary expansion, the capital’s look has changed dramatically. The city has gained proud achievements, significantly contributing to the overall success of the country, Chung added.

The capital’s economy keeps growing rapidly with an average rate of 7.41% per year, being one of the two major economic engines of the country. The average GRDP in 2017 was 1.9 times that of 2008. The average per capita income has risen to US$ 3,910 in 2017, 2.3 times that in 2008, Chung said.

Moreover, the technical infrastructure for tourism is strongly developed. The number of tourists increased by 12%/year. International visitors increased from 1.3 million in 2008 to 4.95 million in 2017 (up nearly four times), Chung said.

The mayor noted that Hanoi currently has eight industrial zones in stable operation with 629 investment projects, recording revenue of US$ 6.5 billion in 2017 (up 2.5 times compared to that of 2008), budget contribution increased three times compared to 2008. The city also has 43 industrial clusters in stable operation. Handicraft production in craft villages is encouraged. Up to now, there are 1,350 craft villages (70 villages more than in 2010), Chung added.

The city attracted 3,237 foreign direct investment (FDI) projects, with registered capital totaling US$19.1 billion. In 2016, 2017 and the first 6 months of 2018, FDI commitments totaled US$12.46 billion, equal to 59% of the total FDI in the 1986-2015 period, Chung said.

The investment environment in the city has been gradually improved. Its Provincial Competitive Index (PCI) rose from the 53rd place to the 13th among 63 provinces and cities in 2017. Besides, Hanoi has enacted 100% of online business registration.

Its Public Administration Reform (PAR) index rose from the 17th place to the second in 2017. Confidence of both Vietnamese and foreign investors has strengthened. Hanoi is ranked among the 10 most dynamic cities in the world, Chung affirmed.

In addition, the city's healthcare system is synchronized. 100% of wards and communes have healthcare stations, district hospitals are expanded to meet the healthcare needs. Hanoi has developed specialized medical facilities that meet regional and international standards. The city is striving to hit the goal of 26.5 beds per 10,000 people by 2020, Chung said.

The mayor noted that the city pays special attention to education and training. Up to now, there have been 16 schools recognized as high quality education centers. In the last 10 years, 434 new schools have been built, an additional 943 public schools have reached national standards, accounting for 62% of the total schools in the city.

Hanoi is a pioneer in the universalization of preschool education and the universalization of upper secondary education. It has been the first licality to deploy the system of online enrollment and online score books, Chung added.

The Chairman of the Hanoi People's Committee stressed that the city is paying special attention to rural area development. The the countryside’s face has been significantly improved. Up to now, four districts have meet national standards for new rural style; 294/386 communes (accounting for 76.17%) have reached new rural standards. The whole city has been electrified, ensuring the electricity demand for production and living of rural residents.

Social security policies are in special concern. The city has reviewed and issued many documents and policies to support the poor, the near poor and social-protected beneficiaries. Accordingly, the rate of poor households in Hanoi has decreased from 8.43% in 2008 to 1.69% at present, Chung said.

Urban infrastructure, green landscape and environment have improved significantly. The capital’s look has changed dramatically. The transport infrastructure system, especially the key traffic works, is directed drastically, Chung affirmed.

The restoration and protection of ecological environment has been strengthened. Forecasting and active prevention of natural disasters have been promoted, especially effective response to climate change. Hanoi has relocated polluting production establishments, some universities, warehouses and bus stations out of the inner city, Chung said.

The capital’s politics and society has been stable, social order and safety has been improved, defense and security continue to be strengthened. Hanoi keeps holding the title of City for Peace, keeps being a safe destination for all citizens, domestic and foreign tourists. Safety and peace is gradually becoming a brand of the capital. Foreign relations, integration and development are more and more open, substantial and effective.

Creating new strengths and forces for the capital’s fast and sustainable development

Looking back at the picture of ten-year consolidation, Chairman Chung said that Hanoi’s authority and people are proud of the initial achievements that have made Hanoi change comprehensively and sustainably in numerous fields.

Chung stressed that Hanoi’s authority and people need to promote the achievements, quickly overcome the limitations and weaknesses, accomplish the set goals, contribute to creating new momentum, build and develop the capital to be the nation's political and administrative centers, a major center for culture, science, education, economy and international exchanges.

This is a heavy but honorable task of the capital’s authority and people, requiring all members to be more proactive, active and creative. Then, Hanoi’s authority and people can immediately solve urgent tasks and the basic, strategic, long-term issues. The way ahead is open with advantages, opportunities, difficulties, challenges, requires each member to make more and more efforts, Chung said.

With the Thang Long - Hanoi tradition and millenary culture, the city wishes to keep receiving the attention of the Party and the State, the support and assistance of social and political organizations from the central government, provinces, compatriots nationwide and international friends, he said.

The capital’s authority and people will be determined to promote the achievements; uphold the spirit of unity, responsibility, creativity; keep renewing the leadership and management style to ensure the effective and practical manner; create more comprehensive and stronger transformation in the field of work; complete and fulfill all requirements and tasks of the capital’s construction and development; persevere with the target of building a green capital of peace, cultural identity, civilization, and modernity.
