Hanoi to sumbit urban governance scheme to Politburo soon

Hanoi is a special capital with an important role, thus, the city requires specific mechanisms and policies in its development.

Hanoi will continue collecting comments to complete its pilot scheme of urban governance and expects to submit it to the Politburo, the supreme decision-making body in the country, in December 2018 for consideration.

Politburo member and Secretary of the Hanoi Party Committee Hoang Trung Hai made the statement while presiding over the workshop to collect comments from the central theoretical council, experts and scientists on the pilot scheme of urban governance on September 7.

The workshop also saw the attendance of hai's deputies Ngo Thi Thanh Hang and Dao Duc Toan, and Chairwoman of the Hanoi People's Council Nguyen Thi Bich Ngoc.

At the workshop, the majority of participants said that the draft of Hanoi’s pilot scheme of smart urban governance has been implemented seriously, elaborately, scientifically, with two clear models of urban governance.

According to Le Minh Thong,  assistant to the National Assembly's chairperson, the study of draft urban governance project in Hanoi is now basically completed and highly feasible.

However, Thong pointed out the necessity to clarify the mindset of urban governance, rural governance and how to operate in the urban governance of Hanoi. Urban governance must be simpler and clearer in manner of action to better serve citizens.

Former Chairman of the Hanoi People's Committee Nguyen The Thao said that this project should focus on building the governance model of the capital, and the name of the scheme should also be changed in that direction. Because, the urban government is so general and other big cities across the country have been also applying.

Agreeing with Thao, former Secretary of the municipal Party Committee Pham Quang Nghi noted that as the political center of the country, Hanoi possesses particularities. Therefore, the construction of urban governance in Hanoi should reflect them.

Receiving comments from the participants, Secretary of the Hanoi Party Committee Hoang Trung Hoang said that Hanoi is a special capital with an important role. Therefore, in the process of development, the city faces large challenges. This requires specific mechanisms and policies to meet development needs.

In the process of developing the pilot model of urban governance in Hanoi, the city also recognizes that this is a new and difficult problem. Since then, the city has prepared and drafted the project very carefully, seriously and organized many conferences, consultation workshops, Hai added.

In the time ahead, the drafting committee will continue to collect ideas for completion, Hai said.

The key factor is to build a powerful, effective government that meet the needs, status and role of the capital as well as the needs of its residents. The scheme also included a plan to develop smart urban governance, he added.

The core of this project is how to increase autonomy, self-responsibility, self-governance of the city, so that the political system and government operate more effectively and strengthen decentralization from the central to the local levels, from the city to districts, towns and from districts, towns to communes, the secretary emphasized.
