Hanoi asks for special mechanism for upgrading schools

Excessive student enrollment, which continues to increase each year, has been putting pressure on school facilities in Hanoi.

Vice Chairman of the Hanoi People's Committee Ngo Van Quy has proposed the Ministry of Education and Training, the Ministry of Construction allow the city to have a special mechanism for upgrading its schools.

Quy said that in 2018, the capital spent VND19 trillion (US$817 million) to invest in education and training, accounting for 25.5% of the its spending. Hanoi has built 66 schools with more than 22,000 new classrooms and 78% of the toilets meeting required standards. The city’s national standard schools accounts for 62%. 

However, these investments have not met the needs of Hanoi’s residents, Quy added.

He emphasized that the city has assigned the Department of Planning and Investment, Department of Architectural Construction, in collaboration with the Department of Education and Training to review the whole network of schools. Through the review, the city has made many adjustments to meet the needs of its people, especially in highly- dense population areas.

The immediate solution is to find land fund, the second is to propose the Ministry of Education and Training, Ministry of Construction to allow Hanoi to have special mechanisms for upgrading schools, which will be used for teachers and specialized departments. Hanoi is looking forward to a legal basis in the near future, Quy said.

The requirement for designing a school is that it should not exceed three floors with kindergarten and primary school, no more than four floors with high school. In case of designing more than the number of floors, it is necessary to ensure the safety and convenience for escaping from accidents and must be approved by competent authorities, Quy stressed.
