Hanoi: 60 years of construction and development

On September 8th , Economic & Urban newspaper in cooperation with Department of Planning and Architecture, Hanoi Urban Planning Institute hold a workshop entitled "Hanoi Urban, 60 years of construction and development 1954-2014 ".

Attending the conference were Chairman of Ha Noi People's Committee Nguyen The Thao; Vice Chairman of Hanoi People's Committee Nguyen Quoc Hung; Deputy Minister of Construction Nguyen Dinh Toan; representatives of Provincial Party Committee Propaganda Department; leaders of departments, districts, towns of Hanoi , and the participation of experts, scientists, regulators, industry-leading architects of the Ministry of Construction,etc 
The content of the workshop "Urban Hanoi, 60 years of construction and development from 1954 to 2014" focused on two main parts: Implementing the Planning of Hanoi Capital region construction by 2030 and State management of urban planning.

 

Speaking at the workshop, Chief Editor of Economic & Urban newspaper Nguyen Minh Duc affirmed that over the past 10 centuries, since King Ly Cong Uan moved the capital from Hoa Lu-Ninh Binh to Dai La Citadel in 1010 up to now, the history and development of Thang Long – Hanoi has been associated with the process of urbanization. As a place derived from harbor culture and influenced by the concentration of cultural essence of the Red River, Thang Long - Hanoi gradually formed the Citadel, 36 Streets, French Quarter,etc.Through ups and downs of the history and under Dai Viet dynasties, this area has been identified as the center of Hanoi ancient or historic urban core, cultural political economic centre, the headquarters of the State organs where cultural activities are held on national, regional and international scale.

Up to now, Hanoi has many construction plans to build a civilized and modern capital city . After nearly 30 years of innovation, international economic integration since the 1998 Construction planning, the implementation of Resolution 15 of the XII Congress on expanding the boundaries of the capital (August 1st,2008) and especially, the general planning capital construction was approved by the Prime Minister in Decision No. 1259 / QD - TTg 26/7/2011, urban Hanoi have had many changes. A series of new urban from the old neighborhood, muddy fields have become the new urban civilization such as Trung Hoa Nhan Chinh, Linh Dam,My Dinh, etc ; infrastructure systems such as bridges, urban ring roads, urban rail, water supply, drainage. Environmental remediation steps were also implemented as planned building. Transport in Hanoi has been improved step by step, with broad boulevards such as Phap Van avenue and Cau Gie, Thang Long-Noi Bai Lang Hoa Lac. The most impressive thing is the Red River flowing through the inner city Hanoi to 6 bridges spanning the two banks of the Red. Additionally, the steel frame system bridges installed at the intersections of the inner city has contributed to reducing congestionin urban areas during rush hours.
However, along with the process of urbanization, Hanoi faces with many problems to be solved soon. It is the development of overload medical services, educational institutions, environmental pollution, transportation systems, water drainage that has not been solved. These are consequences of population growth, particularly immigrants from provinces, areas adjacent to the City; problems of urban management, illegal land use and insufficient investment resources .There is a lack of cultural space, entertainment region serving the people. The preservation and rehabilitation of historic urban core including the Old Quarter, French Quarter and heritage, monuments, housing, renovating old apartment, the danger; construction and management of new urban areas are unfinished. 
In order to create a forum in which experts, scientists, managers, architects exchange, contribute ideas and information, scientific evidences to help city leaders tackle shortcomings of the urbanization process and perform better overall planning of Hanoi Capital construction on the occasion of the 60th anniversary of Liberation Capital, Chairman of the City People's Committee, Nguyen The Thao and Urban & Economic Newspaper ,Department of planning – Architecture held a seminar in Hanoi "Hanoi Urban, 60 years of construction and development 1954 -2014". 
Speaking at the seminar, Chairman Nguyen The Thao on behalf of the City welcomed the Economic & Urban Newspaper, Planning Department - Architecture and Planning Institute, Hanoi Construction which jointly held the workshop "urban Hanoi, 60 years of construction and development from 1954 to 2014". This activity is meant practically the 60th anniversary of Liberation Day capital.

For over 1000 years of development, especially after Liberation Day 10/10/1954, Hanoi conitnues to develop along with the achievements of - economic society. From a city with small scale consumption goods, industry with only a few production facilities, difficult material and spiritual life, Hanoi nowadays is not only the capital city, the center of political, national administration, major centers of culture, education, science and technology, economics and international exchange, but also a large urban, multi-oriented and modern civilized city. Along with the preservation and promotion of cultural values - history, the capital has changed. Many new urban areas are formed, many commercial centers, major cultural works and the works of modern infrastructure has been renovated and new construction has been built as planned. 
In particular,the overall planning of Hanoi by 2030 and vision by 2050 was approved by the Prime Minister with the aim and vision towards green, cultural, civilized and modern urban; a multipolar model urban connected with the transport system with radial belt, green spaces, green belts, green wedges; an administrative center of national politics, where the central body of the Party, the State and the social and political organizations, diplomatic missions, international organizations; major centers of culture, education, science and technology;, trade, tourism, international exchanges are headquatered. This is an important basis for city development to meet the requirements of industrialization and modernization of the capital city and the country. 
Implementation Program 06 - CTr / TU to "Stepping up the planning, construction and management plan for 2011-2015," the Hanoi Party Committee, People's Committee of City Planning issued plan  1 / KH-PPC implementing the general construction planning of Hanoi in 2011-2015. After nearly three years of effort and urgency, in collaboration with the City of ministries and central branches, agencies, community units and people's organizations deploy general plan, zoning areas, zoning districts; the specialized planning; the detailed plan, the main roads, the area specific and important urban functions; Complete rules and regulations governing planning - architectural, construction planning in rural areas oriented general planning capital construction ... 
However, with the development and urbanization, the city face with many chaleenges. Under pressure to population growth, labor solution and employment, overcrowding of urban infrastructure, transportation, health services, education, environment pollution while investing resources become increasingly difficult and enforcement capacity, especially in the planning, construction, management and operation of urban areas is limited. The shortcomings in the planning, construction and management of urban centers such as between conservation and development, between socioeconomic and urban, between law and policy mechanisms practice, between democracy and discipline ... are the problem emerged, even big challenges. 
Hanoi has a long history with many different architectural characteristics, in the management of conservation work to preserve traditional values and the historical development requirements and creating conflicts forcing managers urban to be very dynamic, finding the appropriate solutions to resolve social conflicts to develop. With spirituality, Hanoi leaders always listen and absorb the opinions, judgment of experts, managers, architects in the process of reconstruction and construction of the capital. 
At the seminar, in addition to recognizing the achievements in urban development of the capital for 60 years, I desire to suggest experts, scientists, managers please contribute ideas creative, enthusiastic, feasible solutions to build Hanoi ino the typical urban targets and development orientation as planned, contributing to the development of the capital which is increasingly wealthy and civilized and worthy as the heart of the country, the national side, the capital of culture, city of peace. 
Implement common planning capital construction after extensive administrative boundaries (Presentation of Msc. Hotels Le Vinh - Planning Institute in Hanoi) 
On May 29th, 2008, Hanoi Administrative boundaries were expanded its scale 3.344,6km2 (largest expansions ever) and a population of 6.7 million people. On July 26th, 2011, in Decress No. 1259QD-TTg approved by Prime Minister to build Hanoi by 2030 and vision by2050. Hanoi was developed in the model space urban cluster formation, including central cities and satellite towns, are interconnected by roads system. Urban centers are separated from the satellite towns, the eco-town by green corridors.

Some functions, such as industrial, educational, medical ... allocated in the satellite towns created new centers. Urban centers and satellite towns are linked by public transport network development based on urban transport system of high speed, large capacity transport, telecommunications and other infrastructure. 
Development of space-based connection of natural elements such as rivers and lakes, biodiversity and traditional culture, villages, village existence. Green corridors were established to  separate and limit the spread of the development of urban areas, and space conservation agriculture and rural areas to ensure balance and sustainable development. Green Corridor accounts for about 70% of the land area of the city. The population size maximum of Hanoi (2050) reached about 11 million people, of which the urban population of about 7.5 million people. It is expected to build  urban construction land about 55,200 ha.in 2030 of which about 34,900 ha of civil, residential land and the outside land of 20.300ha. 
After 3 years of implementation of the common plan 1259, a preliminary assessmen are: 
 The level of cover socio-economic planning, construction planning - urban planning industry - very high field has been done in a short time. 
For the first time urban centers - areas with high complexity is done only with a deployed unit and uniform urban planning department full. This ensures consistency and uniformity across the system highly - effective service management objectives - development. 
The first time management planning regulations, the general architecture of Hanoi was established, in order to identify measures and long-term management tool for the implementation of regulations lower-level managers. This is legal strong and modern, meeting the requirements of managing a large urban models, forms networks.
A number of specialized plans have been deployed QH1259 serve the objectives mentioned. Shortly after the approval, the project has contributed to the initial solveing the shortcomings of existing urban (cemetery planning, solid waste, trees - the water ...) 
For the first time, and very soon after the approved planning, city has established 01 institutions deployment plan on large scale (planning two sides of  road Nhat Tan - Noi Bai (the street will be named great honor General Vo Nguyen Giap)). marking strategic thinking in moving the focus to the development of the northern Red River; creating not only motivation for urban development but also social economic development.

Over 60 years, Hanoi has changed constantly. The changes that we feel are through the urban landscape. Contributing to the overall success is generations of architects, engineers, planners, managers who have planed constantly the work on the construction of the capital, the management urban and the implementation of planning in real life. Inheriting the fruits of yesterday, overcoming the existing difficulties, the generations of today need to continue to make capital become greener, more civilized, modern but still maintain cultural identity.

Hanoi is nice because of the characteristics of urban space and so many memories of the past and building the country against invasion. Many historical, cultural and precious  architectural landscapes are nestled among large lakes and rivers long green dress warm. An old town which was much different to the seventeenth century, the eighteenth can still be seen with the appearance of Ke Cho. There are Old Towns and the work done since the French colonial exploitation first, a second, far more architectural elegance with comfort, quite recently with the new space settings, which Vietnam caught at ease with the sympathetic, including the construction brings purpose to establish dominance. Then, after another series of works, the revolutionary built after August until the country's unification and innovation. A time of peace and war intertwined, the work period for the independence and freedom. 
Since the implementation of modern architecture and socialist content.Now we are on the path of integration. Hanoi has changed in many fields, not only expanding but also rising, for we feel the impression of a new dimension. The change from the past has made Hanoi have the diversity of heritage, unbroken memories. 
Everyone remember images of the village, the unique cultural space long. Where do you nourish your soul? Now that is building a new countryside. Changes can be done to keep the identity. There were several old villages, villages and Hong Ha, Tay Ho, Hoan Kiem Lake, Soc Son, Ba Vi, Huong Tich .... 
How to treat the specific metropolitan mentioned is the responsibility of many generations. Each solution planning and design of each project, the urban technical items ... are not  allowd to be overshadowed, obscure or obfuscate the deformation characteristics.

Regarding planning, the Prime Minister issued Decision 90 plan approved Capital Region in 7 provinces, Ha Tay and 2008 are merged. In 2012, the Prime Minister has approved the task of adjusting the capital planning 3 more provinces, such Capital Region has 9 provinces. 
Hanoi approve the general plan and is implementing 35 zoning and 5 satellite towns, ... as prescribed by the Government. Ministry of Construction agreed a detailed blueprint of the zoning, general plan of the entire city area. General planning orientation for the whole city, and zoning must be specified and creative. This has yet to achieve the desired objectives because time folding, the workload. The Ministry has also proposed to the Prime Minister on planning proposal which has dozens of lakes like Hoan Kiem Lake, West Lake. There are neighborhoods such as old towns, but must conform to the living habits of Vietnamese notfocus on Hoan Kiem Lake, West Lake any more. 
Managers should be aware of ensuring the quality of the plan. Ministry of Construction in Hanoi, HCMC Department of Construction proposed urging departments to coordinate more closely with the Ministry of Construction.

I see Ha Noi today has changed. I add in one thing that the lessons should be learned in each planning period. Hanoi has had time to bridge many lakes. But by now the new planning area has not had many lakes. 
The next problem is the blue and green environment, established street trees. We have lessons from Thailand and South Korea, they also have regrets about trees. There are less trees in Hanoi now. Strategy for Socio-Economic and set out the strategies such as traffic, drainage, trees ... We have the Chief Architect of the city is a great idea . In my opinion, the overall planning of urban cities should be verified by Congress. 
Speaking of architecture, including Urban Architecture, Landscape Architecture and Architecture Building. To create both the overall urban uniform, each project requires the need to connect, in harmony with the city and region. So management architecture is inseparable from the work of urban management. 
Although, the face of urban architecture was basically in a good way. However, there exist many good pictures yet Many areas, streets are unkempt, especially the situation ... thin deformed; Work of urban architecture and landscape works ... not limited to clarify characteristics of traditional elements of Hanoi; Many works have presence but not a focus area of investment resources to build complete. 
There are many reasons, both economic and investment hasty unplanned but the main cause, which is due to the capacity and management skills at all levels is limited, planning not one step ahead, writer legislation is not enacted in time or is incomplete, urban management is serious about the planning criteria and pay little attention to architectural works ... so the lack of tools to manage. Add to that the sense of civilized urban construction of a number of individuals and organizations is not high and the inspection and examination has not been fully implemented resolutely, sanctions are not enough to deter, prevent. All that led to the aforementioned, need quick solutions and timely solutions implemented quickly in order to improve the quality of management planning - architectural capital of the future. 
To meet the goal of building Hanoi under the general planning has identified, the control measures implemented in the near future architecture should meet the following principles: 
Ensuring sustainable urban development between conservation embellishment historical metropolitan area with the construction of new urban areas, between urban and rural areas; 
Preserve and promote the values typical of the region specific forms of capital; 
Comprehensively improve planning at all levels; Complete the construction norms and rules and regulations management planning - architectural critical areas, main roads, as a tool for the management, development control.

Historical development of Hanoi has left a rich legacy with many features that have never be seen in other urban areas in the world . 
The process of building and developing after Liberation Day of Hanoi has made great achievements, comprehensively, creating a fundamental change in society, contributes significantly to the overall achievement of the region and the country in which, with construction work, conservation of urban heritage fund. 
However, it also revealed a number of limitations and weaknesses to ensure harmonization requirements between conservation and development. Sixty years ago, Hanoi had adjustment of boundaries, the general plan, the planning  really  contributes significantly to economic development with cultural social lessons concerned. 
In 2008, Hano'si expanded boundaries have created many advantages, opportunities for development, but also shows the challenges for Hanoi to build towards a green city of culture, civilization, modernity, sustainable development. The location and roles defined in the Law on the Capital, with urban cluster structure is the most obvious challenge is the metropolitan area that the inner core is history. In the overall planning of capital construction in 2030 and vision to 2050 approved by the National Assembly, the Prime Minister approved 7/2011 identified. Metros limited history from the Red River south to the Ring Road 2 (Vinh Tuy, Vong, Crossroad, Cau Giay, Nhat Tan) there is an area of 30km2 ≈ heritage conservation area Thang Long, the traditional values of Ha Noi. Metros history includes seven sub-areas: 
Ba Dinh political center. 
Thang Long Citadel. 
Old town. 
Old Quarters.
Hoan Kiem Lake area and its vicinity. 
West Lake area and its vicinity. 
Limited development area. 
These are areas with a lot of scientific research, more specific planning and management regulations, creating the legal framework to contribute to conservation and preservation of specific urban face for Prime Hanoi.

We're not satisfied with the development of Hanoi and we have built a large transportation, residential housing, work. We have done a lot, but for those who work on management, we need Hanoi that the Prime Minister has directed deserves a green capital, civilization, culture and modernity. 
In 2008, we've built with the overall planning of Hanoi with very high development. It is one of the most quality planning and implementation of planning our 108, bringing the Red River on the planning, but only 7-8 years later, we have changed many times because the planning does not respond to rapid growth of Hanoi. In 921km2, Hanoi can not ensure sustainable development, Party comprehensive research proposal to expand the administrative boundaries of Hanoi. And then three options have higher scores, the entire province of Ha Tay, Phu Vinh Linh district ... and the Congress vote with nearly 93% rate.

Currently Phuc Tho district still keep the traditional base of rural Red River Delta with 89 traditional villages over 100 traditional festivals including Festival Hai Ba Trung Temple, a special national relic, buffalo fighting festival is unique in the Ministry of Culture, Sports and tourism in Hanoi licensed, with 6500 ha of paddy land color. Planning has two industrial parks, five villages and three rivers: the Red River, River Day, Tich river. Phuc tho's specialties are vegetables, fishes, which Phuc Tho preserves to meet the requirements of providing fresh agricultural products for the capital. 
Phuc Tho are meeting the requirements of the city, becaming a green belt, green corridors, worthy of becoming agricultural district gives the city the high-tech agriculture. Plants, ecological environment green, clean and beautiful and help reduce the load on the urban population. 
On the issue of planning and implementation planning is more difficult to do especially as Phuc Tho district. Due to limited resources, the human resources to manage the limited planning and plan implementation progress has been slow.

The Seminar coorganized by Economic & Urban Newspaper and  Planning Department in collaboration with the Hanoi Architecture, Planning Institute of Civil Engineering organization has been a great success. During the workshop, experts contributed their opinions in the field of urban construction planning. City leaders are willing to acquire and develop the results, overcoming limitations still existing.
