Hanoi - a smart city, why not?

The plan to turn Hanoi into a smart city has been carried out for a while. On 17/5, Hanoi leaders had a meeting with representatives from 18 U.S corporations to discuss on the same issue.

The conference “Cooperation to develop Hanoi as a smart  city” took place on May 17 between Chairman of Hanoi’s People Committee Nguyen Duc Chung and representatives from 18 U.S enterprises in related area.
Attendance also includes U.S Vice Minister of Commerce, Diane Fracrell, US Vice Ambassador to Vietnam, Susan Sutton and faces from 18 US companies.
At the opening, Mr Nguyen Duc Chung appraised the delegation led by US Vice Minister of Commerce and leading US companies in IT.  He also pressed the meaning, importance and inevitable trend of turning Hanoi into a smart city.

Then, Director of Hanoi Information & Communication Department Phan Lan Tu introduced the target, path to carry out the “Hanoi- the smart city” program. As expected, Hanoi aims to  become leading smart city in national scale by 2020 and top smart city in ASEAN region until 2030. Initial outcome since Dec 2016 including: cover 100% headquarters of Hanoi’s Department, District and Town government having portal with WAN network; supply public service at 2,3 and 4 level. Numerous database systems are created on residence, enterprise, civil servant, officer. Application IT in various fields such as finance, urban management, traffic, education, health care, legality, insurance, tax and custom; is enhanced.  
Highly valuating guideline of the program,  U.S Vice Minister of Commerce, Diane Fracrell affirmed US delegation of enterprises, government officers get deep experience relating developing smart city. She assured their willingness to support Hanoi in the program. On the while, Mr Mark Dum, Asia Director of US Trade Development Agency (USTDA) said, the agency always desired to broaden collaboration with South East Asia nations, including Vietnam. On the experience, Mark Dum mentioned the model Clean Commerce Capital carried out successfully in India with the support from USTDA. The program pushes transparent management, high quality health care, integrate public service system; hence creating healthy competitive market for suppliers; favoring cooperation between public and private sector. Within the framework of the conference, enterprises contributed ebulliently about products, innitiatives for Hanoi to become smart city. Mr Dang Viet Dung – Uber Vietnam’s CEO, offered to carry out real timing research in Hanoi to find non-construction and non-investment solution to Hanoi’s traffic problems, as well as collaborate with Hanoi Traffic Department launching #Seatbelt campaign.

On those discussion, Chairman Nguyen Duc Chung concluded 14 points on cooperation to turn Hanoi into a smart city. In details, he required U.S enterprise consult the framework of electronic government – key sector in building smart city; as well as give solutions about air observe system, water pollution, sewage, energy, lighting system, taxi management, public transport, public cars, firefighting. According to the Chairman, Hanoi government is considering to launch Traffic Administrative Center to monitor effectively all the current vehicles.
He suggested Uber Vietnam research to exchange software, application to control traffic vehicles. “I want Uber to examine handing over and apply traffic solution as Singapore do”, said the Chairman. He also welcomed the Campaign #Seatbelt and would ask related agencies to be with Uber to launch it.  
Besides, the Chairman also proposed enterprise to give solution on network security, asked Motorola to add more mordern and portable Walkie-talkie for Hanoi security force. He mentioned plan of Hanoi data center, heading to big data center where gathering concentrating database of the capital. The US companies were offered to add measure on smart traffic, limit individual vehicles and promote public ones with integral fee payment system.
Specially, Hanoi government is about to establish a center of collecting and analysis Hanoi data, based on which to make forecast of social-economic situation, building development plan. Also, those database can become valuable information source for investors to understand Hanoi’s market. “Those database can be sold to the organization, enterprise of demand; earning a fund for government operation”, said Mr Chung.
About cooperation mechanism, Chairman said, the government would order customized software, technology to meet the development demand of Hanoi. The handling process will be carried out on basis of mutual interest, equality; but also ensure the guarantee and aftersales service. All of the Hanoi's civil servant force would attend short training courses to operate the IT system effectively.
At the end of the meeting, Mr Chung wish delegation a successful trip and express the hope that the Vice Minister could be the bridge connecting Hanoi with US enterprises, investors on IT and related field, to join in building Hanoi as a smart city as soon as possible.
