The Central Committee (CC) of the Communist Party of Vietnam (CPV) on December 25 opens its ninth plenum with personnel issues put as the central point.
The three-day session will focus on preparing personnel for the 13th national congress, which is scheduled to take place in 2021, according to Nguyen Thanh Binh from the Central Organization Commission.
Binh said that the preparations have been made with the issuance of several central resolutions on personnel management, appointment, transfer, and assessment to select qualified candidates for the 2021-2026 term.
Accordingly, the resolutions will focus on four issues namely building strategic planning on personnel, introducing qualified candidates for the planning, specifying standards and verifying unclear issues to choose the best ones at lower levels, and choosing candidates of high qualifications without acquaintance or lobby, Binh noted.
The planning will include three groups of ages including those below 55, under 50, and below 45. The first group will be chosen for the positions of provincial party secretary, deputy secretary, deputy minister and other posts of the same rank. The second group will be selected for district party secretary, and department director. The third group will be for the central party’s alternate personnel for the next terms.
The 9th plenum will also cast vote of confidence for 21 members of the Politburo – the country’s most powerful body, and the Secretariat. Discussions on the preparation for the 13th national congress will be included in the plenum.
According to sources of Hanoitimes, the Central Committee will also consider levels of punishment for officials who have infringed the Party's and state's regulations.
