Localities' leaders asked to take responsibility for food safety violations

The Prime Minister stressed that Chairpersons of People’s Committees at communal, district and provincial/municipal levels should take responsibility for violations of food safety rules in areas under their management.

Prime Minister (PM) Nguyen Xuan Phuc made the request at a teleconference in Hanoi on April 27.
Attending the meeting were Deputy PM Vu Duc Dam, leaders of ministries and 63 provinces and cities across the country.

Addressing the conference, the Government leader emphasised that ensuring food safety has a direct impact not only on human health, but also the country’s position and prestige.
Therefore, relevant agencies have to perform well in ensuring food safety to achieve better results and meet the expectations of the people, PM Phuc said.
The PM underlined the need to identify the responsibilities of agencies concerned with food safety management, especially the role played by their chiefs.
He noted that ensuring food hygiene is the responsibility of the Party and State, firstly of all-level authorities.
Ensuring food safety is also the responsibility of the entire population, who should have a higher awareness of this issue to bring violations to light, PM Phuc said.
PM Phuc also instructed ensuring funding for food safety-related work, including numerous steps like food inspection, equipment supply, personnel training and communications.
The Prime Minister also agreed to allow localities to actively use the entire fines of food safety violations in order to fund this work.
During the conference, the Government and other delegates stressed the punishment of violations, saying not only State managers, but also producers and business people involved, must receive the strictest treatment.
At the event, Chairman of the Hanoi People’s Committee Nguyen Duc Chung proposed regulations requiring posting product origins to make it easier for public supervision.
Secretary of the HCM Party Committee Dinh La Thang suggested establishing a specialized apparatus in charge of food safety in cities and provinces.
The Prime Minister asked to change the approach in food safety management and set up specific solutions, especially focused on monitoring specific foods in order to create remarkable improvements in food safety management.
After the meeting, the Prime Minister will issue a directive on enhancing the State's management efficiency and improvements in ensuring food safety.
