Prime Minister Nguyen Xuan Phuc and his Canadian counterpart Justin Trudeau have stressed the central role of the ASEAN bloc in the region’s political dynamics and efforts to build a law-abiding, strong and prosperous ASEAN Community, and welcomed the ASEAN initiatives to maintain peace, security and stability in the region.
This is one of the points on which the two prime ministers reach concensus during their talks in Quebec, Canada, on June 10 (Canadian time).
Exchanging viewpoints on regional and global issues of mutual concern, the two PMs agreed on the necessity to ensure security, safety and freedom of navigation and aviation in the East Sea, and claimed their support for the settlement of disputes in the waters via peaceful means with full respect for diplomatic and legal procedures, without the use or threat to use force, and with respect for international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties (DOC) in the East Sea, towards the early conclusion of the Code of Conduct (COC) in the East Sea, while promoting the use of the ocean for peaceful purposes and marine environmental protection.
Vietnam is among claimants of sovereignty over features and islands in the South China Sea, which is known as the East Sea in Vietnam. A large number of countries, the United States included, have called on China to stop militarization and aggresiveness in the resources-reach sea.
China and the ten-nation bloc have agreed to initiate negotiations on a law-abiding code of conduct in the East Sea to prevent militar mishappenings and escalation of tensions.
During their gathering, the Vietnamese PM and his Canadian counterpart also agreed to reinforce their cooperation areas namely politics-diplomacy; trade, investment and development; national defense and security; education-training; employment; science-technology; culture and sports; and exchanges between citizens and localities of the two countries.
PM Phuc thanked PM Trudeau for inviting Vietnam to attend the Group of Seven (G7) Outreach Summit and visit Canada, and hailed the significant contributions of host Canada to the G7 events.
The two PMs highly valued positive leaps of Vietnam-Canada relations, including the Comprehensive Partnership finalized in November 2017, along with the signing of the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) in March, 2018 with its ratification underway. They also agreed on maintaining the Comprehensive Partnership in an increasingly effective, practical way.
For his part, the Canadian PM expressed his deep impression of Vietnam and its people as well as his appreciation for the country’s warm welcome given to him and the Canadian delegation during their Vietnam’s visit in November 2017.

The two leaders noted some cooperation fields to be enhanced including climate change adaptation, clean energy and high technology development, as well as farm produce processing, and innovation, etc. They consented to coordinate in organizing activities to celebrate the 45th anniversary of diplomatic ties (1973-2018), including a Vietnam Culture Week in Canada.
Two sides highly appreciated bilateral partners signing some deals on technology-science, education-training, transportation infrastructure development, etc. during the PM Phuc's visit.
They also agreed on continuously tightening partnership at international and regional forums such as such as the United Nations (UN), the Asia-Pacific Economic Cooperation (APEC) Forum, the Francophonie Community, and the Association of Southeast Asian Nations (ASEAN).
