At the signing ceremony of a memorandum of understanding (MoU) on developing Vietnam’s e-government between the Government Office and the French Development Agency (AFD) earlier this week, Prime Minister (PM) Nguyen Xuan Phuc expected the country would make a breakthrough in building e-government, according to VGP.

According to MoU, the AFD and the Government Office will work together in priorities fields such as building integrated solutions, sharing and protecting data among governmental agencies, developing national public service portal, building solutions for authentication of individual and business identities, among others.
Besides, the long-term partnership between two sides will focus on other consensus issues such as transforming the information system, building information technology infrastructure, cyber safety and the national document exchange workflow, among others.
According to the PM, the government delegated Minister and Chairman of the Government Office Mai Tien Dung to survey and learn French experience in e-government establishment and operation in the European country. France has also sent highly experienced experts to support the office.
Vietnam considers developing e-government a significant and strategic task in implementing a modern administration to serve its people and businesses.
The PM requested the French ambassador to Vietnam to fortify his role as an important connection in bilateral partnership between the two countries including cooperation in building up e-government in Vietnam.
He expressed his gratitude to AFD for supporting Vietnamese experts and agencies in implementing e-government.
French Ambassador to Vietnam Bertrand Lortholary said that the cooperation demonstrated the trust between two countries which are strategic partners.
Developing e-government is a solution to challenges that we are facing to, aiming to build up a more competitive economy, achieve higher productivity and more practical benefits for the people, Lortholary said.
A paperless government and a reformed administration have brought about a number of advantages such as new services, effective manners and easy accessibility in the work.
Over the past times, France has mobilized many top experts in e-government to Vietnam. The United Nations (UN) evaluated France as one of the leading countries in e-government development index.
The cooperation between the two nations is based on three main factors which are suitable for both sides’ priorities including France’s support in building policy and institutional frameworks, sharing experience and setting up a structure that focuses on serving citizens.
