The Hanoi People’s Committee issues Document No. 1606/UBND-DT dated April 16 on meeting people’s demand for transport and maintaining traffic safety, order in the upcoming holiday (April 30 and May 1).
This is the city’s activity in response to the Public Telegraph No. 434/CĐ-TTg dated April 6, 2018 of the Prime Minister on serving people’s demand for transport and maintaining traffic safety, order in the upcoming holiday (April 30 and May 1).
Under the Document, the Municipal People’s Committee requests Department of Transport in cooperation with Hanoi Transportation Corporation to take following measures:
Preparing plan to ensure safety, quality of public transport services, quality of vehicles as well as environmental sanitation in bus stations, thus meeting people’s demand in the peak season; changing ticketing methods, preventing the speculation and illegal increase of fares; maintaining security, order, safety and convenience for passengers, minimizing the congestion due to large amount of passengers at bus stations;
Increasing supervision and inspection, and applying administrative/ or economic fines for drivers who violate regulations on technical standards, safety standards, speeding and vehicle weight; requesting bus station managers to increase cooperation with public transportation units in managing vehicles and guarantee that vehicles must meet safety standards, technical standards before departing from bus stations;
Taking measures to maintain roads and bridges, fixing the problems and damages promptly to ensure smooth transport and create favorable conditions for people as well as vehicles; conducting inspection regularly to detect, supplement or fix the damaged signs, fences, signal lights and manhole covers, in particular the ones on crowded streets; preventing traffic accidents due to low-quality infrastructure; conducting inspection, urging contractors to arrange traffic flows and assigning staffs to guide traffic participants, thus preventing congestion and ensuring smooth traffic flow at construction sites.
The Department of Transport and Hanoi Police Department perform following tasks:
Directing Transport Inspectorate, Road and Railroad Traffic Police, Waterway Traffic Police and authorities to establish mobile inter-disciplinary work groups, maintain 24/7 service to patrol the streets and maintain traffic safety and order on routes, especially the areas prone to traffic accidents; applying severe punishments for violations in the field of traffic safety, as well as actions which may lead to accidents; assigning detailed tasks to each responsible officials in the areas;
Cooperating with People’s Committees of districts, suburban districts, towns and units of railroad and waterway sectors to take measures for maintaining traffic safety at intersection of roads and railway lines, on rural routes, at wharves and ports in rivers; detecting the risk early, and cooperating with managing agencies to handle them promptly;
Directing authorities to increase inspection, checking technical status and system of vehicles, taking drastic measures to stop operation of unqualified vehicles and urging them to handle technical problems promptly.
