Issuing and implementing a comprehensive system of documents; building projects and working programs featuring key tasks and missions to satisfy demand.
There are several new and challenging tasks: Resolution No. 15-NQ/TU on building transparent and strong Party units, and rectifying poor preforming units; dealing with complicated affairs in the fields of political security, social order and safety in the communes, wards and townships of Hanoi.
Decision No. 2566-QD/TU stipulating assessment of Party units at grassroots level; Decision No. 2898-QD/TU stipulating evaluation of leaders and managers under management of the Standing Commission of the Hanoi Party Committee.
Directive No. 15-CT/TU on enhancing the leadership of Party units at all levels for the reception of citizens and settlement of complaints and denunciations; Decision No. 2200-QD/TU stipulating contact and dialog between heads of Party units and governments at all levels with the Fatherland Front, social and political organizations and people in the city.
Improving quality and performance of Party units by implementing the program and measures; enhancing the transparency and publicity in staff training and personnel; taking drastic and comprehensive measures in the first half of Municipal Party Committee’s term, fulfilling the tasks and even reaching beyond some targets, such as target of assessing performance of Party members and target of developing Party members.
Implementing Resolution No. 39-NQ/TW of the Politburo to create consensus and progress; arranging and enhancing the apparatus, reducing the size of workforce and streamlining its operation.
The successful implementation of Resolution 39 was selected as one of the most significant progresses of Hanoi in 2016, and recognized by the Central Government for further application. Hanoi is praised as one of the leading cities in Vietnam for successful implementation of the Resolution.
In order to fulfill targets and missions of Program 01, the Steering Committee requests units, agencies and sectors at all levels to focus on following points:
Continuing effort to thoroughly popularize and implement plans of the Standing Commission of Municipal Party Committee on realizing resolutions of the 6th Central Party Congress (tenure 12) and Resolution 39 of the Politburo on Party and political system building, in particular the projects assigned by the Standing Commission.
Increasing effort to enhance implementation of Resolution of the 4th Central Party Congress (tenure 11 and 12) and Directive 05 of the Politburo on further enhancing the movement on studying and following ideology, ethics and lifestyle of President Ho Chi Minh.
Strictly complying with regulations of the Politburo, such as Decision 102-QD/TW on fines for Party members who violate the regulations, Decision 105-QD/TW on decentralization, staff management and nomination of candidates, Regulation No. 132-QD/TW on annual review and assessment of collectives and individuals in the political system, Decision No. 109-QD/TW on the Party unit’s inspection of nurturing morals and lifestyles of cadres and Party members.
Taking drastic effort to realize theme of the year 2018 "Improving effectiveness and efficiency of the political system" from city level to grassroots level; successfully implementing all tasks in the field of socio-economic development; enhancing administration reform, improving investment and trade, startup and innovative startup environment; successfully implementing Program 01 and program on Party building, political system building in all agencies and units.
