The Hanoi People’s Committee has recently granted Official Letter No. 2217/UBND-KT, carrying out Decree No. 40/2018/ND-CP of the Government on managing multi-level marketing activities.
Under the Official Letter, the Municipal People’s Committee assigned the Department of Industry and Trade to grant and withdrawn multi-level marketing certificates in the capital city; confirm the registration amendment and supplementation of multi-level marketing activities; receive the termination notice of multi-level marketing operation and announce results on the department’s website and give a report to the Ministry of Industry and Trade as regulated.
It is necessary to receive information of organizing conferences, seminars and training courses of multi-level marketing businesses which are granted certificates as stipulated by laws in the capital city; enhance inspection and supervision of multi-level marketing activities; coordinate with departments, sectors, People’s Committees of districts and towns to make cooperation mechanism among relevant agencies; handle illegal activities under the authority.
The Department of Industry and Trade is tasked to announce and give a report on violation cases to competent authorities for handling; review registration dossiers related to promotion activities of multi-level marketing enterprises and instruct them to perform as regulated; organize training courses on specialized knowledge and skills for officials, public servants in departments, sectors, agencies in charge of implementing the state management of multi-level marketing activities.
It is vital to take prime responsibility and cooperate with relevant units to strengthen the popularization of laws on the management of multi-level marketing activities to all enterprises, participants and local people; coordinate with the Department of Information and Communications to make a communication plan on multi-level sales activities; announce the results of handling violation cases in the city; check multi-level sales activities and penalize violations under the authority.
Besides, the city’s departments, sectors and agencies will strengthen the popularization to encourage officials, employees to not participate in multi-level sales activities as stipulated by law; coordinate with the Department of Industry and Trade and other departments, sectors and agencies to strictly perform the state management of multi-level marketing activities.
