Hanoi approves project on preventing risks from natural disasters

The Hanoi People’s Committee has recently issued Decision No. 2426/QD-UBND on approving the project entitled “Managing and minimizing disaster risks to Hanoi.”

In an effort to maintain the leadership for preventing, controlling risks from natural disasters and human, Hanoi has founded the Steering Committee for Natural Disaster Prevention and Control, Search and Rescue on the basis of merging the Municipal Steering Committee for Natural Disaster Prevention and Control and the Steering Committee for Relief and Ensuring People’s Life.

Chairman of the Municipal People’s Committee is assigned to be head of the Steering Committee; the Command of Capital City is the standing agency in charge of search and rescue; the Department of Agriculture and Rural Development is standing agency responsible for natural disaster prevention and control; the Department of Science and Technology is standing agency responsible for responding to radiation incidents and nuclear incidents. Other city’s departments are members of the Steering Committee.
The Steering Committee will take following actions:
Increasing forecast and early warning, and requesting relevant units to prepare detailed scenarios to prevent, control and respond to disaster risks according to their professional fields.
Releasing standards and technical guidance for the fields prone to disaster risks, while amending, supplementing regulations and standards to forecast possible disasters.
Further investing in the forecast system and developing it, and giving warning on natural phenomena as well as environmental quality
Completing the system of policies and mechanisms, ensuring natural disaster prevention and control.
Releasing policies and mechanisms to encourage investment of the private sectors in preventing, controlling and minimizing disasters and risks.
Improving capacity of specialized forces, semi-specialized forces and people for search and rescue.
Organizing training annually, focusing on prevention, control and minimization of disasters and risks.
Increasing human resource training to meet the requirement of preventing, controlling and minimizing disasters and risks.
Paying special attention to managers in charge of managing, giving advice and operating activities to prevent, control and minimize disasters and risks.
Enhancing popularization and information work to improve the awareness of the community; building capacity to prevent and respond to disasters.
Organizing volunteer teams in the community which will take part in search and rescue.
Promoting the role of social organizations and unions in preparing activities to respond to disasters and overcome consequences; developing the force of volunteers for popularization, and overcoming consequences of disasters and recovering production.
Encouraging Vietnamese and foreign organizations and individuals to effectively support people and localities affected by the disasters.
Based on the approved project, People’s Committees of districts, suburban districts and towns actively build their plan, cooperate with relevant departments, agencies and units of Hanoi to give instruction for popularization, respond to the risks and take action promptly once the risks become disasters.
