More Vietnam high-ranking officials face Party disciplinary measures

The Inspection Commission of the Party Central Committee on June 30 announced disciplinary measures and notices against a number of high-ranking military, banking and corporate officials as the Party intensifies the internal cleanup.

Military generals under fire
Regarding the Standing Board of the Party Committee of the Air Defense-Air Force under the Ministry of Defense, the Inspection Commission said the board had violated the principles of centralized democracy and working rules, slackened the leadership and management, and neglected supervision, thus resulting in many law violations and mistakes in the management and use of land designated for defense purpose.  
The commission concluded that Senior Lieutenant General Phuong Minh Hoa, former member of the Party Central Committee, former Vice Director of the Vietnam People’s Army’s General Department of Politics, must bear the main responsibility for the violations and mistakes of the Standing Board during the 2010-2015 tenure as he served as Secretary of the Party Committee, Political Commissar and Vice Secretary of the Party Committee of the Air Defense-Air Force Command. Hoa himself signed a number of documents allowing the use of land for economic purpose in violation of regulations.
Lieutenant General Nguyen Van Thanh, former Party Secretary and former Political Commissar of the Air Defense-Air Force, must bear the responsibility as the top leader for the violations and mistakes of the Standing Board during the 2010-2015 tenure. He was responsible for the approval of a list of beneficiaries of the army’s policy on housing and residential land which included some ineligible persons.
The violations of regulations committed by the Standing Board of the Party Committee of the Air Defense-Air Force (2010-2015 tenure) and by Sen. Lt. Gen. Phuong Minh Hoa and Lt. Gen. Nguyen Van Thanh are serious, affecting the prestige of the Party and the army, and calling for disciplinary measures in accordance with the Party’s regulations.

Fallen officals in notorious Mobifone case
The Inspection Commission also decided on disciplinary measures against the Party committee of the Ministry of Information and Communication (MoIC) and related individuals for their violations of regulations and wrongdoings.
Basing on the specific content, seriousness and consequences of the violations and the Party’s regulations, the Inspection Commission decided to expel from the Party Le Nam Tra, who is former member of the Party Committee of the central business bloc, former Secretary of the Party Committee of the Mobifone Corporation and Chairman of Mobifone.
The committee also imposed the punitive measure of expulsion from the Party on Pham Dinh Trong, Party Committee member, Secretary of the Party cell, head of the Department of Enterprise Management under the MoIC. 
Meanwhile, Cao Duy Hai, Vice Secretary of the Party Committee, member of the Council of Members and Director General of Mobifone, was stripped of all his posts in the Party.  
Pham Hong Hai, member of the Party Committee and Deputy Minister of the MoIC, was reprimanded. 
The Inspection Commission proposed the authorized agencies consider and take disciplinary measures against the Party Committee of the MoIC; Nguyen Bac Son, former member of the Party Central Committee, former Secretary of the Party Committee and former Minister of the MoIC; and Truong Minh Tuan, member of the Party Central Committee, Secretary of the Party Committee and Minister of the MoIC. 
Cleanup of BIDV executives
The commission also considered and meted out disciplinary measures against the Standing Board of the Party Committee of the Bank of Investment and Development of Vietnam (BIDV) and relevant individuals for their violations.
Basing on the content, nature, level and consequences of the violations and the Party regulations, the Inspection Commission decided to impose the punishment of expulsion from the Party on Tran Bac Ha, former Secretary of the Party Committee and former Chairman of the Board of Directors of BIDV.
At this session, the Inspection Committee also considered and handled complaints regarding Party disciplinary measures in four cases, upholding the punishments in three cases and changing the disciplinary measure on one case.
