Currently, about 80,000 foreign laborers are working in Vietnam according to statistics by the Ministry of Labor, War Invalids and Social Affairs.
The Hanoi Department of Labor, War Invalids and Social Affairs has issued a document requesting organizations and enterprises in the city to strengthen management and improve the employment of foreign workers, local media reported.
Specifically, when building a plan on guest workers employment, their positions and job descriptions, employers have to base on their business plan since the beginning of the year to avoid changes in the payroll or recruiting inappropriate personnel.
Enterprises should only recruit foreign workers for positions and job titles that Vietnamese workers are unable to perform. In the process of recruiting, employing or substituting guest workers, employers need to provide a complete record of employees together with the permission request.

As foreign investment in Vietnam increases rapidly, the demand for foreign workers to occupy those positions that Vietnamese are unable to qualified for also rises.
Besides, many new industries and fields emerge requiring qualifications experience and skills that only foreign manpower could meet.
Of the more than 80,000 guest workers in Vietnam, most of them are granted work permits (accounting for more than 90% of the total number).
