Deputy PM agrees to pilot Chinese tourist self-driving cars in Ha Long

Deputy PM Pham Binh Minh gave approval for Quang Ninh People`s Committee to pilot the operation of Chinese tourist self-driving cars in Ha Long city (Quang Ninh).

The pilot duration shall expire on December 31, 2018. After the pilot duration, the Quang Ninh People's Committee shall summarize, evaluate and report to the Prime Minister. Deputy PM requests Quang Ninh People's Committee to ask for comments from concerned agencies and finalize the pilot scheme of Chinese tourist self-driving cars in Ha Long city.
At the same time, an agreement with the concerned ministries and branches is to be reached prior to the organization of pilot implementation activities, especially crucial among which are the daily and monthly number of transport means/vehicles, operation scope and plans for assuring national security and defense, local security and social order as well as traffic safety.
Quang Ninh People's Committee noted that the operation scope of the two countries’ tourist self-driving vehicles must be equivalent on the principle of equality, Deputy Prime Minister strongly emphasized.
In addition, the Deputy PM agrees that, while the pilot project being enhanced, the Quang Ninh People's Committee continues piloting tourist self-driving cars operating between Mong Cai city (Vietnam) and Dongxing city (China) through Mong Cai international border gate.
Based on the summary of one-year operation of Chinese tourist self-driving cars in Mong Cai city, a total of 93 cars with 256 tourists from China crossed over to Mong Cai (Vietnam). In contrast, there were 38 cars with 110 guests from Vietnam to Dongxing (China). The above numbers have not met expectations, according to Quang Ninh People’s Committee.
The main reason is that procedures must be completed in accordance with regulations for people and transport means to cross the border, however the operation scope for both sides is limited: Chinese tourists can only travel within the urban area of ​​Mong Cai city, not surpassing the Km15 joint control depot, thus there are not many interesting tourist products to attract and serve tourists, According Quang Ninh People's Committee.
On the opposite side, Vietnamese tourists can only travel in the inner city of Dongxing, hence there are not many sightseeing destinations to attract visitors.
The Quang Ninh People's Committee informed, based on bilateral meetings between Quang Ninh province (Vietnam) and Guangxi province (China), as well as wishes of businesses, both sides would like to expand operation scope for tourist self-driving cars to travel to Ha Long city.
Hong Gai Service and Tourist Joint Stock Company has actively worked with the Chinese travel businesses to urge the partner to propose and send petition to relevant Chinese agencies so that expanded operation scope of Vietnamese tourist self-driving cars would also be allowed, up to an additional 220 km to Nanjing (Guangxi – China.)
