CPVCC’s 10th plenary session wrapped up in Ha Noi

The 10th plenary session of the 11th Communist Party of Viet Nam Central Committee (CPVCC) wrapped up in Ha Noi on Monday after eight working days.

During the 1st working day, a number of reports presented include draft political report, draft report summarizing several theoretical and practical issues during the 30-year renewal process, draft report on the assessment of results of the implementation of socio-economic development tasks during 2011-2015 and orientations for 2016-2020, draft report on the enforcement of the Party Statute approved at the 11th National Party Congress and the implementation of the Party’s strategic personnel plan.

During the 2nd working day, the CPVCC voted to introduce more candidates to the Politburo and the Secretariat for the 2016-2021 period. A draft report summarizing several theoretical and practical issues during the 30-year renewal process and another on the enforcement of the Party Statute approved at the 11th National Party Congress were discussed.

During the 3rd working day, the draft political report was brought to discussions. During the 4th working day, the CPVCC discussed a draft report on the realization of socio-economic development tasks between 2011 and 2015. The participants also deliberated on socio-economic development orientations and missions for the 2016-2020 period. During the 5th working day, the CPVCC debated a draft report on the realization of socio-economic development tasks during the 2011-2015 period and orientations for the next five years. Meanwhile, reports on a project to streamline and restructure the contingent of civil servants and on a national press development and management plan by 2025 were delivered.

During the 6th working day, the CPVCC cast a vote of confidence on members of its Politburo and the Secretariat. The CPVCC members also debated a list of candidates to be added to the Politburo and Secretariat personnel plans; a project on streamlining and restructuring the contingent of public servants. During the 7th working day, the CPVCC heard a report on the results of a vote of confidence casted on members of the Politburo and the Secretariat (11th tenure). The Participants elected eight additional officials to the Inspection Commission (11th tenure) and voted to keep forms of Party disciplines, as suggested by the Politburo, intact. They also discussed in groups a scheme on nation-wide planning for media development and management until 2025. During the last working day, the CPVCC voted to pass the Resolution of the plenary session.

Party General Secretary Nguyen Phu Trong has urged the entire Party and people from all walks of life to build on the past achievements, thus creating new momentum to realise development goals set by the Party Central Committee (11th tenure) . Committee’s 10th meeting in Hanoi on January 12, saying that the year of 2015 is significant because it is the final year of realising the Resolution adopted by the 11th National Party Congress and the 2011-2015 socio-economic development plan. 

It is also the mid-year of carrying out the 2011-2020 socio-economic development strategy and the year of hosting Party congresses at all levels towards the 12th National Party Congress. The ASEAN Community is also to take shape during the year, he said, adding that it is a must to make thorough preparations for the Congress in 2015, both in documents and personnel, making it a congress of unity, democracy and reform. 

He outlined key outcomes of the eight-day sitting, saying that the Party Central Committee discussed thoroughly and reached a consensus on major issues of the draft documents of the 12th National Party Congress. The documents will be discussed at Party congresses at all levels.

Reviewing the country’s renewal process over the past 30 years and the five-year implementation of the Resolution adopted by the 11th National Party Congress, he said the country has reaped significant and historic achievements which will create prerequisites for its renovation and development in the coming time. 

 

In view of domestic and world developments, he suggested more policies to step up industrialisation and modernisation, restructure and develop a socialism-oriented market economy by fine-tuning regulations, renewing growth model and building a workforce of high caliber. In the meantime, national defence and security should be strengthened while social progress and fairness ensured, making it easier for the country to pursue its path to global integration, he said. 

He requested more studies on several issues, including international criteria for an industrialised nation and Vietnam’s conditions, the socio-economic targets for the 2016-2020 period, especially the settlement of bad debts, macro-economic stabilisation, improvement of economic climate and competitiveness, restructuring of State-owned enterprises, credit institutions, public investment and farming sector in tandem with new rural development, infrastructure upgrade, among others. 

Delving into a proposal related to a more synchronous political and economic overhaul, the leader stressed that it involves improving administrative procedures and capacity of personnel, especially those working in political system. The committee asked for stronger efforts to further accelerate the Party build-up and drive back behaviours of political and moral degradation, thereby creating a high consensus within the Party and the society at large. It also discussed many schemes related to the personnel streamlining, the improvement of supervisory roles by public-elected organisations, the Vietnam Fatherland Front and the people, as well as planning for media development and management. 

During the 10th meeting, the committee nominated more officials to strategic positions, cast confidence vote on members of the Politburo and the Secretariat, elected more officials to the Central Committee’s Inspection Commission, among others. At the end of his speech, the leader declared that the 10th meeting is a success which will also encourage Vietnam to usher in 2015 with stronger will and motivation.
