Deputy PM stressed the efficiency of diplomacy and international integration

On the occasion of the 29th Diplomatic Conference taking place in Hanoi from August 21-26, Deputy Prime Minister, Minister of Foreign Affairs Pham Binh Minh has an article "The 29th Diplomatic Conference: Raising the efficiency of diplomacy and international integration to successfully realize the 12th National Party Congress resolution".

Addressing the event, Deputy PM, FM Pham Binh Minh stated that the conference offered a good opportunity to review foreign diplomacy affairs; draw lessons and experience to successfully realize the 12th National Party Congress resolution.

According to Deputy PM Minh, the world has witnessed complicated developments with unexpected risks, economic difficulties, and declining growth rates. The politic-security situation developed complicatedly with the rise of disputes, extremism, anf pragmatic nationalism.

The strained East Sea has altered the status quo and the foreign diplomatic environment has seen unprecedented challenges which directly affected national security and development interests. The diplomatic work persisted in the path of independence, self-reliance, openness, diversification and multilateralism in the spirit that “Viet Nam is ready to make friends with countries in the international community, for peace, independence and development.”  

Firstly, the diplomatic work expanded cooperative ties and deepened partnerships. So far, Viet Nam has formulated cooperative framework with almost all important partners in both short and long terms on such areas as economics, trade, national defense, security, and people-to-people diplomacy. The country had 52 cooperative mechanisms with China, 12 dialogue mechanisms with the US, and strategic dialogue mechanisms at deputy ministerial level with Russia.

Secondly, the MoFA worked with other ministries and localities to fruitfully implement Resolution 52 of the Politburo; the Government’s Action Plan, and the Strategy for international integration through 2020, with a vision toward 2030. Economically, 64 economies recognized Viet Nam as a market economy while Viet Nam signed a series of new generation FTAs with partners. These positioned Viet Nam as an important link in regional and trans-national connectivity.

Thirdly, the diplomatic work served to properly manage and build border lines of peace, cooperation; safeguard territorial, sea and island sovereignty; and created a peaceful environment for national development.  

Fourthly, multilateral diplomacy made new step forward; turning from positively participation to active participation; contributing to building common rules of games; ensuring national interests at important forums like ASEAN, the UN, APEC, and ASEM. Deputy PM Minh affirmed that Viet Nam has become a positive member of the international community at three levels namely bilateral, regional, and global. Viet Nam won the elections for the UN Human Rights Council, the UN Economic and Social Council, the​ World Heritage Committee, and would become the host of APEC in 2017. The Southeast Asian nation also proposed 44 initiatives at multilateral forums for SMEs, participation in the global chain, and response to climate change.

Fifthly, cultural diplomacy implemented the project to honor President Ho Chi Minh in foreign countries; organize Vietnamese Days and Events abroad; serving to advertizing national images.

At the conference, delegates would discuss foreign diplomacy tasks in the coming time; give comments on the use of foreign instruments to ensure national interests in the context of deep integration and consolidate national position in the global production and supply chains.

Foreign diplomacy would continue to serve national development; back the business community; and seek the optimum place in fields of  politics and security on the global and regional strategic chessboard. Delegates would also discuss building the foreign affairs sector. The diplomatic sector will continue to serve national development, support the business circle, and create the best position in terms of politics and security on the global and regional strategic chessboard.

With the spirit of innovation and high sense of responsibility for the tasks that the Party and the people entrusted to the external sector, the 29th Diplomatic Conference will be determined to act as a positive contribution to the cause of building national defense and the Republic Socialist of Vietnam.
