Although the regional and global situation has undergone and will continue to witness numerous changes compared to the time Viet Nam and China set up diplomatic ties 65 years ago, peace, stability and development are the common aspiration and interest of the two nations.
Friendly cooperation is the mission of the two Parties, States and peoples, said Deputy PM, FM Minh, adding that the future of each country as well as peace, stability and prosperity of the region require stable and healthy development of the Viet Nam-China relations.
Both sides should beef up practical cooperation, enhance political trust between the two Parties and States, and actively take a great deal of practical activities to consolidate the traditional friendship between the two countries, particularly among young generations.
They also need to fruitfully observe the important common perceptions reached by senior leaders of the two Parties and States, the agreement on basic principles guiding the settlement of sea-related issues on the basis of international law, especially the 1982 UN Convention on the Law of the Sea, strictly and fully carry out the Declaration on the Conduct of Parties in the East Sea (DOC) and work towards the conclusion of the Code of Conduct in the East Sea, contributing to fostering the bilateral ties and ensuring peace, stability, security, safety and freedom of navigation and aviation in the East Sea and the region as well.

Deputy PM, FM Minh said that 65 years ago, China was the first country in the world to establish diplomatic relations with Viet Nam. The bilateral friendship, which has been nurtured by Presidents Ho Chi Minh and Mao Zedong as well as generations of the two countries’ leaders, has become a precious asset of the two nations.
The Party, State and people of Viet Nam always treasure and extend sincere thanks to the support of the Party, Government and people of China and international friends across the globe for Viet Nam during its national liberation and reunification.
Deputy PM, FM Minh said that the bilateral relationship has witnessed ups and downs over the past 65 years but it has increasingly grown. Since the two countries normalized relations in 1991, the bilateral ties have been developing quickly and were lifted up to the comprehensive strategic cooperative partnership in 2008. The two-way trade surged to over US$55 billion in 2014 compared to just US$32 million in 1991 and China’s total registered investment rose to nearly US$8 billion, or the 9th biggest foreign investor in Viet Nam. More than 13,000 Vietnamese students are studying in China.
The Deputy PM, FM went on to say that cooperation in defense, security, culture, sports, health, science and technology and people-to-people exchanges brought about numerous encouraging outcomes.
Deputy PM, FM Minh also highlighted both countries have successfully settled two (land border demarcation and landmark planting and the delimitation of the Gulf of Tonkin) out of the three complicated issues. Settlement of the East Sea issue requires both sides’ joint efforts. Recent developments in the East Sea show the necessity of respecting legitimate interests and solving the matter through peaceful measures in line with international law, especially the 1982 UN Convention on the Law of the Sea.
Against the current regional and international backdrop of complicated changes, both countries are exposed to opportunities and challenges in their causes of national development. Viet Nam sincerely hopes that China will be successful, take an active role in safeguarding peace and stability, and accelerating prosperity in Asia in particular and the world in general.
Deputy PM, FM Minh said the year 2015 is a good time for the two countries to review the past and work together towards a new stage of the bilateral ties. He affirmed that the Party, State and people of Viet Nam always attach importance to the friendship, equal and mutually beneficial cooperation with China. He also wishes that the Viet Nam-China comprehensive strategic cooperative partnership would continue to be deepened and become more stable and sustainable in the context that many regions in the world are abounding in insecurities and all eyes turn to Asia with great expectations./.
