Hanoi: Emulation campaign spreading
“The law on Emulation and Commendation was issued on November 2013, which was a legal foundation for the organization and implementation of emulation and commendation activities".
"As a result, the effort has contributed to the patriotic movement, in which the capital has significant achievements and is the pioneer in the establishment of Emulation and Commendation fund of the city”. – The Hanoi Chairman of People’s Committee and Chairman of the Emulation and Commendation Council Nguyen Duc Chung reviewed on the city’s 13 years of implementing the Law on Emulation and Commendation.
Emulation is becoming a trend
Chairman of Long Bien District People’s Committee Vu Thu Ha said, the law has been an important legal base for agencies to efficiently conduct the emulation and commendation activities. In Long Bien, the emulation campaign, emulation title recognition and commendation form have gradually avoided being just for show. Each campaign and movements initiated by the district have specific guidelines and requirements, instructing related agencies to register for participation in emulation in various aspects. Through the quantification of contents and criteria, the movements have created environments convenient for organizations and individuals to register, in turn attracting the participation of organizations, individuals and households.
Recently, in order to realize important objectives such as administrative reform, the year of Public order and urban civilization, the year of administrative discipline, new rural area, Phuc Tho ward People’s Committee has established the evaluation committee to review individual accomplishing assigned tasks in agencies for commendation, and further for emulation and commendation at the end of the year. “We always put attention on the labour force, with nearly 8000 people commended, contributing to 89% of commendation in period 2010-2016. Phuc Tho also focuses on identify and training individuals with significant achievements and great influence” – The municipal secretary Hoang Manh Phu shared.
Emulation and commendation are seen as driving force for the development and better service citizens, enterprises in Hanoi have initiated and organized emulation campaigns with creativity and practical needs. Especially at Hanoi sewerage and drainage limited company, every year, leaders have cooperated with labor union to initiate emulation campaign on various activities. Each movement has specific criteria and is evaluated in month, quarter and year, in turn timely award groups and individuals. From 2010 to 2016, the enterprise has awarded 132 individuals and frequent award 1,325 individuals.
Vice Chairman of Hanoi Emulation and Commendation Council Phung Minh Son said, for the past 13 years, Hanoi has issued and timely modified emulation titles and commendation forms suitable for the context of Hanoi such as “good people, good deeds” “for the construction of Hanoi”. In application of creativity and drastic action, the emulation and commendation campaign of Hanoi is more and more practical. Especially, the rate of individual commendation has increased, as of 2016, 90% individuals have been commended.
Pushing for reform and simplifying procedures
In order for the emulation and commendation campaign to contribute efficiently to the development of Hanoi, the Chairman of Hanoi People’s Committee Nguyen Duc Chung has asked the Emulation and commendation council in districts and wards to clearly define the role and responsibility of leaders.
Especially, the Chairman of Hanoi Emulation and Commendation Council has asked agencies to focus on administrative reform with level 3 commendation and simplifying administrative procedures. With this regard, Vice Chairman of Nam Tu Liem People’s Committee Tran Thanh Long suggested, in order for individuals and organizations to have more convenient in awarded commendation certificate from district and ward people’s committee, instead of writing the achievement report, there is only need a list of achievements, with proposals and minutes of meeting.
The Emulation and Commendation Council awarded flowers to individuals in the event “beautiful flowers” 2017.
