Hanoi to check administration reform in 2017

Hanoi People’s Committee has recently issued Plan 176/KH-UBND on checking administration reform, asking for a legitimate, accurate and objective examination.



 
Under the plan, Hanoi aims to check administration reform in city’s departments and agencies at the same level, People’s Committees of districts, suburban districts and towns, including People’s Committee of Hai Ba Trung District, People’s Committee of Me Linh suburban district, Department of Education and Training, and Department of Natural Resources and Environment.

The examination focuses on following contents:

Performance in implementing the Municipal People’s Committee' s administration reform plan and their own plans, focusing on activeness, dynamism and strictness when operating and instructing administration reform, implementation of tasks and regulations on mechanism reform and administrative procedure control, regulations on apparatus of the agencies and units, regulations on building, improving quality of civil servants and cadres, targets and tasks on public administration reform and administration modernization;


 
Implementation of Directive 01/CT-UBND dated February 3, 2017 on implementing Year of Administrative Discipline 2017 and Plan 69/KH-UBND dated March 20, 2017 of the Municipal People’s Committee on tightening administrative discipline; reform of working style to significantly improving civil servants' performance.

City’s departments and People’s Committees at suburban district level take self-check and inspect subordinate units, make reports and submit to the Municipal People’s Committee, so that the latter will sum up information by October 1. The inspection mission will directly check several units and agencies, exchange with head of the units and agencies, and work with relevant individuals, organizations for verification in necessary cases.

Through the examination, Hanoi expects to urge agencies and units to implement administration reform, assess progress, shortcomings, and point out reasons to improve leadership.
