Hanoi to increase administrative discipline

The Hanoi Party Committee has recently issued Announcement 593-TB/TU on conclusion of the first quarter conference between the Standing Municipal Party Committee, People’s Council and People’s Committee with leaders of the city`s districts, suburban districts and town.



 
Regarding result of implementation of Directive 08-CT/TU dated May 26, 2016 of the Standing Commission of Municipal Party Committee and Plan 01/KH-BCD197 dated March 3, 2017 of the Ha Noi Steering Committee 197, the Municipal Party Committee requests districts, suburban districts and town to take following actions:

1. Further popularize and implement the directive and plan in different ways, take comprehensive measures to manage pavements and ensure traffic safety and order; implement Directive 08 in association with emulation movements and movements of sectors, units and localities, especially “All people join hands to develop new-style rural areas and civilized urban” movement and “Develop elegant lifestyle of Hanoians” movement;

2. Perform 10 tasks stated in the directive, as well as measures in the plan; make detailed roadmap and plan to perform each task, which specifies people in charge, assignments, process and responsibility, and a focal point responsible for each task;

3. Promote performance of the Steering Committee 197 at all levels; increase effort for assignment and examination among localities; highlight the role and responsibility of leaders of the Party units, governments, police forces and residential groups in urban management; increase coordination among authorities, and promote the role of social, political organizations as well as the community in checking implementation of the directive; conduct inspection to check administrative discipline, and severely punish violations or irresponsible staffs;

4. Increase leadership to create significant progress in the key fields, in particular increase management of construction order and severely handle violations to deter further ones; guarantee traffic safety and build traffic culture; guarantee environmental sanitation, and deal with remaining waste, improper dumping of waste and illegal dumping of waste into rivers and lakes.

In order to realize the plan on increasing administrative discipline and significantly improve civil servants’ sense of administrative discipline, the city’s agencies at all levels and sectors, Fatherland Front Committee and political, social organizations from city level to grassroots level are urged to enhance leadership and promote the role of civil servants, especially leaders of units, to consolidate and increase administrative discipline.

To carry out the city’s plan, all sectors, localities and units shall prepare their own plans, while performing their key duties. Special attention is paid to following tasks: reviewing and completing working regulations and processes scientifically and efficiently; proactively improving leadership of the Party units; increasing effectiveness and performance of governments at all levels as well as performance of the Fatherland Front Committee and social, political organizations; consolidating the organizational apparatus, and restructuring contingent of cadres and civil servants; developing e-government as well as e-citizen; enhancing popularization and calling on people, organizations and enterprises to use online public services, thus striving to fulfill the task of providing 40% to 50% of online public services at level 3 and level 4 by the end of 2017.
