Hanoi to promote the implementation of health insurance policies

The Hanoi People’s Committee has recently granted the Official Letter No. 3143/UBND-KGVX, strengthening the implementation of health insurance policies in the Capital city.

Accordingly, Hanoi People’s Committee asked departments, sectors, agencies and People’s Committees of districts, towns to continue effectively carrying out its direction of the targets of health insurance and inspecting, checking the use of the health insurance fund; promoting the cooperation to collecting debts of social security, health and unemployment insurance.


In addition, Hanoi Social Insurance will proactively coordinate with the city’s departments, sectors, organizations, People’s Committees of districts, towns to take various measures to fulfill the health insurance targets assigned by the Prime Minister as well as well implement the plan of the Vietnam Social Security on collecting social security, health insurance in the area in 2017; reduce debts of health insurance, social security and unemployment insurance so as to ensure legal benefits and rights of laborers; proactively cooperate with the Department of Health to inspect, check medical establishments relating to using the health insurance fund for checkups and treatment; handle violation cases as stipulated by law; strictly implement the Prime Minister’s direction.

Besides, to strictly carry out the direction of the Prime Minister, the Hanoi Social Insurance will take prime responsibility and cooperate with Department of Health, Finance to set up a plan on arranging capital resources for health checkups, treatment by health insurance in 2017 of every medical facility performing health examination and treatment by health insurance, and then submit the plan to Hanoi People’s Committee for its consideration and decision, etc.

Meanwhile, the Department of Health will take prime responsibility the Hanoi Social Insurance to strengthen the inspection of the medical facilities in performing and paying the cost of health examination and treatment by health insurance; identify the reasons causing the abnormal increase of the cost of health examination and treatment by health insurance; carry out centralized procurement for drugs to reduce the drug price from 10% to 15% in 2017 according to the conclusion of Deputy Prime Minister at the Announcement No. 321/TB-BCDDHG dated May 5, 2017 of the Steering Board for Price; proactively review the indication of using drugs, health services reasonably to ensure the treatment quality and reduce the average cost from 5% to 10%; manage and effectively use the fund for health examination and treatment by health insurance.

Similarly, People’s Committees of districts, towns will focus on striving to fulfill key targets, including: over 82.8% of population in 2017 and 90.1% by 2020 will participate in health insurance; 100% of pupils, students will join health insurance in the 2017-2018 year, etc. Furthermore, People’s Committees of districts, towns are responsible for boosting inspection of facilities having debts of health insurance, social security and unemployment insurance in the area as stipulated by law.

Hanoi Social Insurance is assigned to take prime responsibility and cooperate with the Department of Health to urge localities, units to implement health insurance policies; sympathize and give a report on implementation results to Hanoi People’s Committee.
