Strengthening Vietnam - Malaysia bilateral relationship

Vietnam and Malaysia highly value each other’s role and position in the region and share common vision on enhancing intra-regional cooperation and inter-regional connectivity.

Deputy PM, FM Pham Binh Minh and Malaysian FM Anifah Aman shared the view while co-chairing the 5th Vietnam-Malaysia Joint Commission Meeting on Economic, Scientific and Technological Cooperation in Hanoi on July 27.

After comprehensively reviewing their relations, the two sides worked out measures to further strengthen cooperation at bilateral and multi-lateral frameworks.

The measures include working together to build a united and strong ASEAN Community for peace, stability, security and development in the region. The sides agreed to enhance the exchange of delegations at all level as well as trust and bonds in all Party, State; maintain and promote the efficiency of their bilateral cooperation mechanisms.

The two sides will coordinate in preparing for Party General Secretary Nguyen Phu Trong to visit Malaysia and organizing activities to mark the 45th founding anniversary of diplomatic ties in 2018.

In terms of trade and investment, Malaysia is the 7th biggest trade and investment partner of Vietnam with the two-way trade volume reaching US$8.4 billion in 2016. The two countries agreed to step up trade and investment promotion activities and expand the exchange of goods.

Malaysia committed to assisting Vietnamese producers to ensure the quality and hygiene standards for farm and aquaculture products exported to Malaysia. Both sides also agreed to encourage the Petro Vietnam and Petronas to seek cooperation opportunities, including cooperation with third parties.

Amid rising traditional and non-traditional security challenges, the two countries agreed to foster defense and security cooperation, focusing on information sharing, policy and position coordination. Both sides agreed to soon launch talks on and sign agreements on anti-human trafficking, extradition, and handing over persons sentenced to imprisonment in a bid to improve legal framework for combating crime.

Deputy PM, FM Minh spoke highly of the way Malaysia has settled the Vietnamese fishermen issue based on the good relationship between the two countries. FM Anifah Aman affirmed Malaysia will actively consider Vietnam’s proposal to increase manpower export to Malaysia while satisfactorily caring for the legitimate rights and benefits of Vietnamese people living in Malaysia, including fair trial for Doan Thi Huong.

The two FMs pledged to enhance consultations for peace, stability, security, safety and freedom of navigation and aviation in the East Sea. They called on parties to exercise restraint, avoid using or threatening to use force, fully respect diplomatic and legal processes, and settle disputes through peaceful measures based on the basic principles of international law, including the 1982 UN Convention on the Law of the Sea.

They reaffirmed support for full and effective implementation of the Declaration on the Conduct of Parties in the East Sea and for early conclusion of a Code of Conduct in the East Sea in a practical, effective and legally-binding manner.

Malaysia backs Vietnam to successfully host the APEC economic leaders’ meeting and Malaysian PM Najib Razak will attend the meeting, said FM Anifah Aman.
