Technology applications into means of transport custody: Platform to build a smart city

Hanoi People`s Committee has approved Hanoi Parking Spot Ltd.Co. for piloting management and operation technology in public parking spots in the City.

To clarify the advantages and disadvantages in the process of implementing the scheme, Economic & Urban Newspaper has recently had a talk with Mr. Pham Van Duc - Deputy Director of Hanoi Parking Spot Ltd.Co around this problem.

According to Duc, in September, 2016, Chairman of Hanoi People's Committee Nguyen Duc Chung directly requested our company to research and develop the project of piloting management and operation technology in public parking spots in the City. The objective is to progress high-tech applications in the management and administration of static trafficking, contributing to the foundation, towards building the Capital of Hanoi to be a smart city. Besides, the technology has applications to help improving State management over the activities of the yards, parking spots in the city, at the mean time bringing practical benefits for people.

About the benefits of the project, he said that the application of technology to build digital maps of the parking spot and charging machines will help transparency and facilitate management. People will easily search parking spots on their route; minimize the amount of traffic going around and looking for a place to send; contribute drag reducing traffic pressure in the inner city and so on. That is the very practical benefits, can even claim powerful breakthrough to Hanoi.

Mentioning the advantages and difficulties in the process of the project, the Deputy Director said that the Company’s biggest advantage is Hanoi People's Committee leaders’ innovation determination, bringing new, modern and civilized technology to the Capital. Besides, our company is also a regular, professional unit to experience the resources and to build, pilot the schemes.

However, there are also some thoughts needed to be concerned functional branches, considering. Firstly, mechanisms and policies, by now, the parking spots are only licensed from 3-6 months; while to invest in one stop by new technology takes 50-60 million, which do not include the cost of renting premises. If you are not licensed to use stable operation for a period of minimum 5 years, we will hardly recovered enough investment capital for the project.

On the other hand, there isn’t any unit, department and general management that stand out in detail for the parking spots around the city area. There is the license issued by the Department of Transport, where the locally licensed. For the short plan, we will pilot and synthesize results to evaluate, report so that Hanoi continues with the policy, but I believe that the project will be successful and bring good results for both State governing agencies and the people.
