The Capital of Hanoi to implement Year of Administrative Discipline 2017

Hanoi Party Committee has recently issued Announcement 818-TB/TU on result after supervising the leadership, instruction and implementation of administration reform, sense of responsibility and service quality of cadres and civil servants, and implementation of Year of Administrative Discipline 2017 campaign.

The Plan 01/KH-BCD197 dated March 3, 2017 of the Steering Committee increases control and handling violations of traffic safety, urban order, public order in Hanoi. According to result of the supervision, Party units and governments of agencies and units strictly implement Program 08-CTr/TU of the Party Committee, documents of the Central Government and Hanoi on administration reform; consolidate Steering Committee for the program, assign officials in charge of administration reform, and comprehensively implement six issues of administration reform. The task of administration reform is considered key political task.
 


The agencies and units build and issue documents to direct and enhance implementation of administration reform; significantly change civil servants’ discipline and sense of responsibility; review and amend or suggest amendment of legal documents, and review administrative procedures under their authority; gradually improve the quality and implementation rate of administration reform at level 3 and level 4.

After supervising administration reform in districts, suburban districts and departments, Hanoi sees significant progress; that contributes to improving administrative discipline and leadership, raising awareness and service quality, and increasing people’s satisfaction with state agencies.

Units and agencies strictly follow Resolution 39-NQ/TW of the Politburo, promptly realize decisions of Hanoi People’s Committee on improving apparatus, build and enhance human resource quality, allocate cadres and civil servants in subordinate sections and units. Recruitment, mobilization and change of manpower and training are conducted publicly and democratically according to regulations.

 


Furthermore, city’s units take drastic measures to realize Plan 01/KH-BCD197, particularly establish Steering Committee and inter-sector mission of inspection, give detailed assignment, enhance popularization and mobilize the whole political system. As a result, most of agencies, organizations and households comply with legal regulations on traffic safety and urban order; violations are handled.

Leadership is increased for traffic utilities; comprehensive measures are taken to reduce traffic jam and accidents in the city. State management is strengthened in the field of transport, along with control over transportation business and arrangement of inter-provincial passenger transportation routes to decrease congestion. Public transport bus services are reviewed and amended, especailly bus routes and frequency, for better connection, service quality and convenience for passengers. Inspection is conducted, and severe punishment applied for illegal, unregistered buses and bus stations, overload and oversized vehicles in Hanoi. Illegal parking places and overcharging are fined.

Based on the result of supervision, the Standing Commission of Hanoi Party Committee requests units to perform following tasks:

Directing and implementing administration reform, Year of Administrative Discipline 2017 campaign and Plan 01/KH-BCD197 of the Steering Committee 197, especially feedback and instruction of supervision missions; highlight administration reform as the key task of Party units, governments, agencies and units; further popularize the content of administration reform among civil servants and people; improve civil servant’ sense of responsibility to perform tasks and handle administrative procedures for individuals as well as organizations; guarantee that all administrative procedures are processed through One Stop Shop or inter-level One Stop Shop, and over 40% of the procedures are at level 3;

Regularly checking and timely suggesting amendment, supplement, elimination or replacement of improper administrative procedures; review, arrange and improve apparatus of administrative agencies and public service delivery units, and reduce the size of workforce according to Resolution 39-NQ/TW of the Politburo, legal regulations and instruction of the city, particularly reduce at least 10% of the workforce by 2021;

Further popularizing and implement Plan 01/KH-BCD197 of Steering Committee 197 and city’s policies, and deter violations.
