Vietnam suggests project to protect national cyber and information security

Ministry of Information and Communications has recently sent Document 2640/BTTTT-VNCERT to ministries, ministerial level agencies, agencies under the Government, People’s Committees of cities and provinces under the Central Government on implementing Decision 05/2017/QD-TTg of the Prime Minster on stipulating emergency rescue plan to protect national cyber and information security.

According to Decision 05/2017/QD-TTg (Decision 05) on stipulating emergency rescue plans to protect cyber and information safety, ministries, sectors, localities, relevant agencies and organizations are assigned to perform tasks to respond to incidents and protect national cyber and information security.

Ministry of Information and Communications gives guidance, and asks ministries, ministerial level agencies, agencies under the Government, People’s Committees of cities and provinces under the Central Government (ministries and provinces) to perform following tasks:

Studying the content of Decision 05, direct relevant agencies and organizations to enhance steering committees for application of information technology under the ministries and provinces, and assign them to act as steering committee for emergency response to cyber information security incidents. If there is no steering committee for application of information technology or specific conditions are not met, the ministries, ministerial level agencies, agencies under the Government, People’s Committees of cities and provinces under the Central Government consider establishment of steering committee for emergency response to cyber information security incidents in the ministries and provinces;

 



Assigning specialized agencies of information technology (or specialized agencies of information safety if any) to act as specialized units of cyber information safety emergency response. The specialized agencies of information safety improve apparatus, or establish emergency response team in the field under their management;

Directing subordinate agencies and units which are obligated to take part in the response network to become members of the rescue network and perform duties as well as rights of the members according to the law; announce, encourage and create favorable conditions for other subordinate agencies, organizations and enterprises to join the network;

Preparing plans, maintain the operation of steering committee for cyber and information safety emergency response, specialized units for cyber and information safety emergency response, and cyber and information safety emergency response teams; take part in the national network of cyber and information safety emergency response;

Conducting training, information work and popularization of Decision 05/2017/QD-TTg of the Prime Minister, Circular of Ministry of Information and Communications on stipulating regulations on cyber and information safety emergency response, legal documents on guiding implementation of Law on Cyber and Information Safety and other relevant documents.

Agencies and organizations developing additional plan on cyber and information safety emergency response for 2017, submit it for consideration and implement it, while preparing plans for 2018 and the next years.
