Hanoi tightens management of conditional businesses

THE HANOI TIMES — The Hanoi People's Committee has issued Official Letter No. 1173/UBND-NC on improving the management of security, order, seal management, identity cards and the National Database on Population and Identity cards of certain business sectors.

The document gives instructions to relevant departments, agencies and people's committees at the district level on how to issue licences and certificates to businesses in areas related to security and public order in accordance with proper procedures. These bodies must also regularly exchange information with the police on the issuance and revocation of licences and certificates.

The document emphasizes the need to comply with legislation on seal management, identity cards, the National Population Database and electronic identification systems. Local authorities are required to conduct annual audits to ensure compliance with seal management regulations.

At the district and commune levels, People's Committees are charged with implementing and enforcing laws and policies related to conditional business sectors. They must also monitor how other agencies and units adhere to these rules.

The Hanoi People's Committee has asked the city's police to step up efforts to prevent and combat crimes related to these business sectors. They are also tasked with increasing inspections and strictly enforcing laws on security, identity cards, and the National Population Database.

The local authorities also aim to speed up the processing of administrative procedures through the online public service portal. Public education campaigns will be launched to raise awareness and encourage compliance, particularly with regard to seal management.
