Hanoi to complete Administration Reform Index for 2017

The Hanoi People’s Committee issued the Plan 138/KH-UBND dated June 12 on building and determining Administration Reform Index of city’s departments, agencies of the same level, People’s Committees of districts, suburban districts and towns.


 
Accordingly, the Hanoi People’s Committee assigns Department of Home Affairs in coordination with relevant units to build draft document on the Administration Reform Index. The document shall be prepared from June to July of 2017. Based on the Administration Reform Index issued by the Municipal People’s Committee, the agencies and units perform tasks, assess and give points for the administration reform in 2017 as following:

June 2017: organize conferences on launching plans to determine the 2017 Administration Reform Index; September: create the manual for identifying the Administration Reform Index applied to Hanoi only; From August to the end of November: build and implement the plan on sociological investigation; assess administration reform of the agencies and units; From November to the end of December: the Department of Home Affairs sums up, processes data and prepares to report the results; January of 2018: announce Administration Reform Index of 2017.

The Hanoi People’s Committee assigns the city’s departments, agencies of the same level, People’s Committees of districts, suburban districts and towns to build plans and perform tasks under their authority; sum up information and data, make report on assessing their performances in administration reform according to the instruction of Department of Home Affairs; cooperate with the Hanoi Institute for Social Development Studies to conduct sociological survey upon request of the Hanoi People’s Committee

The Department of Home Affairs is responsible for coordinating with relevant units to create the manual for determining the Administration Reform Index in 2017; organizing meeting to implement plans on Administration Reform Index assessment; supervising and urging departments, agencies of the same level, People’s Committees of districts, suburban districts and towns to assess performance in administration reform according to guidance; cooperating with relevant units and Hanoi Institute for Social Development Studies to sum up data, prepare reports on Administration Reform Index of departments, agencies of the same level, People’s Committees of districts, suburban districts and towns.
