Hanoi to digitize all internal administrative procedures

Special attention will be given to streamlining administrative processes at the grassroots level.

THE HANOI TIMES — Hanoi has launched an initiative to simplify and digitize 100% of internal administrative procedures across all levels of city governance.

The move signals a major push to modernize public administration and reduce bureaucratic burdens.

The plan provides a comprehensive framework to simplify, standardize, and digitize all internal procedures carried out by municipal departments, agencies, and commune-level authorities.

It aims to ensure consistent implementation of internal administrative tasks and enhance service delivery across the city.

Special attention will be given to streamlining processes at the grassroots level, focusing on standardizing procedures across all 126 communes and wards in Hanoi.

The city will ensure that its efforts align with relevant legal documents issued by both central and local authorities.

The reform will apply to all agencies under the Hanoi People’s Committee, including the city’s Public Administration Service Center and local People’s Committees.

As part of the plan, all internal procedures under the city’s jurisdiction will be reviewed and updated on the National Database on Administrative Procedures. These procedures will also be made available on the official Hanoi city portal and the websites of relevant departments and agencies to ensure transparency.

The city is targeting significant reductions in processing times, particularly for procedures falling under the “green lane” category, which prioritizes urgent and high-impact administrative tasks. For these, the city aims to cut current processing times by at least 60%.

In terms of digital transformation, Hanoi plans to build and restructure all internal procedures into digital workflows. Once approved by the Chairman of the People’s Committee, these digital procedures will be integrated into the city’s centralized document and workflow management system to support more efficient internal operations.

The timeline for implementation is ambitious. All internal procedures under the city’s management must be reviewed and submitted for official publication by September 15, 2025.

Simplification plans must be approved by October 15 and fully implemented by October 30 of the same year. Once approved, all procedures must be uploaded to the National Public Service Portal and integrated into the city’s internal digital systems without delay.
