Vietnam actively joins UN peacekeeping operations and sea stability
At the yesterday`s reception for the Mobile Training Support Team of the UN Integrated Training Service in Hanoi, Senior Lieutenant General Vo Van Tuan, Deputy Chief of the General Staff of the Vietnam People’s Army, made the statement that Vietnam is ready to dispatch forces to take part in the UN peacekeeping missions whenever requested.
The programme, the first of its kind, is scheduled to last until November 4, 2016, during which the trainees will learn about professional skills, fundamental training information of the UN, and specialised documents relating to civil and children protection.
UN peacekeeping operations play an important role in preserving international peace and security, helping create a peaceful and stable environment for development, affirmed the head of the Vietnam Mission to the United Nations.
Senior Lieutenant General Vo Van Tuan said that with the support from the UN, Vietnam will participate more effectively in peacekeeping activities. Earlier the same day, the Vietnam Peacekeeping Centre along with the UN Department of Peacekeeping Operation and Department of Field Support hosted the UN Capacity-Building Pre-Deployment Training Course in English.
Vietnam officially joined the UN peacekeeping activities in 2014. So far, 12 Vietnamese officials have been deployed to do missions at UN operations in South Sudan and Central African Republic. The country has also dispatched 83 officials to join short-term training courses at the invitation of the UN and in the framework of regional and international cooperation.
Vietnam is actively preparing of the training and purchasing of equipment for the second-level field hospital and a company of sappers to engage in peacekeeping missions when needed. The nation is also focusing on training female soldiers to serve the UN peacekeeping missions in the coming time.
The participation of Vietnamese officers in the United Nations’ peace-keeping missions has helped improve the image of Vietnam and its soldiers in the hearts of international friends. Sen. Lt. Gen. Vo Van Tuan asked relevant offices and units to overcome difficulties to implement their peace-keeping tasks as the work is a major policy of the State and the army.
Tuan asked the Vietnam Peacekeeping Centre to work closely with agencies involved to send more individual officers and study the possibility of deploying units at peacekeeping missions abroad to ensure security and safety. In two years, Vietnam has sent 12 officers to the UN’s peacekeeping missions, including three to South Sudan and two to the Central African Republic. Vietnamese peacekeepers have fulfilled their tasks and coordinated well with foreign colleagues.
The Vietnam Peacekeeping Centre has also worked with the Defence Ministry’s offices to step up training and preparations for the deployment of a level-2 field hospital and a sapper company to join the UN’s peacekeeping activities.
Regarding the East Sea issue, Senior Lieutenant General Vo Van Tuan asserted Vietnam’s stance on handling the disputes by peaceful measures and on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (1982 UNCLOS) and fully respecting diplomatic and legal procedures. He appealed the two countries to exactly and fully realise the joint perceptions and agreements in the spirit of “words going well with deeds” and seriously follow the agreement on the basic principles guiding the settlement of sea-related matters and the DOC, towards reaching the COC. He also called for joint efforts to soundly address issues concerning fisheries and operations of fishermen, take no actions that complicate and broaden the disputes, not use or threaten to use force and not militarise in the sea.
