Several provinces have already surpassed their annual goals, including Haiphong (101%), Hue (120%), Tuyen Quang (100%), Quang Ninh (104%) and Nghe An (173%). Others expected to achieve more than 50% of their targets include Hanoi, Ho Chi Minh City, Danang, Ninh Binh, Khanh Hoa, Dong Nai and Ca Mau.

In contrast, provinces such as Cao Bang, Son La, Dien Bien, Lai Chau and Ha Tinh have yet to break ground on any projects.
