Under the decision, the planning for Hanoi, with a total area of 3,358 square kilometers, should represent a new vision on development while taking the most use of existing advantages from strategic infrastructures namely transportation, tourism, and services for future growth.

The Government expects the upcoming planning would help Hanoi create breakthroughs in labor productivity, growth quality, and economic competitiveness which will be based on high-quality human resources, innovation, and the application of advancements from Industry 4.0.

The planning, once completed, would serve as a scientific and legal basis for Hanoi’s authorities to make relevant decisions and put in place driving forces for growth. It is also expected to become the foundation to carry out socio-economic development plans.

In this regard, the Government expects Hanoi’s planning to stay consistent with the regional and national planning to realize the full potential of Hanoi for rapid and sustainable development.

The decision also noted the planning should lay out the vision for the development of key economic sectors in Hanoi and the core in organizing public spaces, infrastructures networks, structures of urban and rural networks, technical infrastructure, environmental protection, biodiversification, and climate change response.

“In this regard, Hanoi should continue to maintain as the driving force of the capital area and the country overall,” stated the decision.

“The people and businesses should be in charge of supervising the planning process of Hanoi based on the overall planning,” it added.

The planning for Hanoi in the 2021-2030 period, with a vision to 2050  would include the analysis and forecast based on the unique characteristics of Hanoi; assess the current progress of socio-economic development, the use of land resources, a system of urban and rural structure; and factors required for Hanoi to strengthen linkage with provinces/cities in the capital area.
