Hanoi launches online public agency model

This model marks a strike in fulfilling the Politburo's Resolution 57 on breakthroughs in science, technology, innovation, and national digital transformation.

Hanoi on February 5 unveiled its first Online Public Service Agency model at the Hanoi Post Office, a joint project of the city's Administrative Service Center and Vietnam Post (VNPT).

It is part of a broader rollout of 32 online service agencies deployed in the city in Phase 1.

The model represents a significant step in administrative reform, improving the quality of services for citizens and enterprises, while promoting digital transformation across the capital.

Accordingly, postal employees at the online public service agency will help citizens and businesses complete online government procedures, track progress, and make online payments.

At the same time, Postal Service employees will provide free on-site assistance. Once administrative procedures are completed, postal workers will ensure fast and secure delivery of documents to the specified addresses, saving time and reducing travel costs while reducing traffic congestion and emissions in Hanoi.

The model is expected to contribute to a digital government with more than 80% of residents handling public services online this year. It also aims to reduce the burden on government administrative agencies by outsourcing certain public administration tasks to the private sector.

The model has a great impact on the city's socio-economic development, said Cu Ngoc Trang, Director of the Hanoi Public Administration Service Center. It is a major step towards realizing Politburo Resolution No. 57-NQ/TW, which fuels the country's digital transformation by 2030, with a vision for 2045.

Handling administrative procedures online at post offices is a practical approach to bringing public services closer to citizens, especially vulnerable groups and residents in remote areas, he said.

Meanwhile, Chu Quang Hao, General Director of VNPT, said that the group has instructed central post offices in the city to assist citizens with online administrative procedures. This support is part of the city's goal to increase the rate of online submissions from 30% to 80% by 2025.

Since 2017, the group has processed 180 million administrative applications through its public postal service. Moreover, it has worked closely with ministries, local governments, and relevant units to guide citizens in submitting online applications for 25 services on the National Public Service Portal.
