Hanoi’s Emulation Movement in the 2015 – 2020 period: The innovative accomplishments

Hanoi is the first city in the country to have issued a Resolution of the Municipal People's Council (Resolution No. 03) on the specific spending regime in the emulation and commendation work of the city.

In the past five years, upholding the tradition of a leading city in patriotic emulation movements, with a spirit of dynamism and creativity, Hanoi’s Party Organization, authorities  and people have determinedly overcome challenges and taken advantage of opportunities to successfully implement the Resolution of the 16th Congress of Hanoi’s Party Organization, achieving innovative, comprehensive and remarkable accomplishments.

Constantly innovating

Being aware of the importance of emulation, especially in the context of increasing world integration of the city and the whole country, at the beginning of the 2015-2020 tenure, Hanoi released a working program to create movements, define clear goals, orientations and breakthrough tasks for the whole period. On that basis, specific plans have been mapped out every year to materialize the program. As a result, considerable advances in the emulation movements and commendation work of the city have been achieved.

According to Mr. Nguyen Cong Bang- Head of the Hanoi Emulation and Commendation Committee a remarkable achievement is management quality enhancement, as legal documents have been timely issued to comply with the Central regulations, in accordance with Hanoi’s characteristics. Most notably, Hanoi is the first city in the country to have issued a Resolution of the Municipal People's Council (Resolution No. 03) on the specific spending regime in the emulation and commendation work of the city.

The second achievement is the issuance of in-depth guidelines on emulation and commendation work for associations in the area, as well as the amendment and supplementation of the city’s regulations to suit the socio-economic conditions and the characteristics of different sectors.

Thirdly, the city continues to focus on regular and timely commendation in parallel with the performance of unexpected political tasks of the city, authority levels and sectors. As a result, the quantity and quality of awards have significantly increased compared to the previous term.

Another notable advance is "The Writing Contest on typical examples of good people and good deeds" which is launched every year since the beginning of the tenure. Until now, the contest has attracted over 10,000 submissions, disseminating good examples among officials, public employees, workers and the whole community to follow, said Mr. Nguyen Cong Bang.

In addition, Hanoi is the only city that has launched food safety movements. The city is leading the nation in workplace culture creating movement (initiated by the Prime Minister). Other emulation movements including the one on building new countryside, on helping the poor (Hanoi is two years ahead other localities nationwide) among others, have  been effectively implemented. At the same time, annual criteria have been established and perfected to meet practical requirements; therefore, emulation movements have really become a source of encouragement for the localities and units to  successfully accomplish the political missions.

The Head of the Hanoi Emulation and Commendation Committee stated that, based on the positive innovative outcomes of emulation movements in the past five years, in the new term, the Committee is coordinating the city advisory agencies to build a detailed working program for the city’s emulation and commendation work for the whole tenure.

On that basis, the city will continue to launch traditional emulation movements such as good people and good deeds, food safety emulation (which are expected to be reviewed and other movements to be launched for the next period in October 2020), among others. Besides, after an advanced set of criteria is issued (already formulated), an advanced movement to build new countryside will be launched.

"In particular, the city will attempt to enhance the quality of "The Writing Contest on typical examples of good people and good deeds" (a plan is already been mapped out on the issue and  expected to be issued in October 2020), said Mr. Nguyen Cong Bang.

The Committee is coordinating with information technology units to provide the most convenience to the contestants (online contest, hot lines, among others), while continuing to develop mechanisms and policies to encourage different participants from all walks of life and mobilize more resources for the Contest. This year, the city will also issue the entire organizing plan of the Contest for the next year and for the whole term.

Hanoi is the first city in the country to launch and organize the emulation movement "Good people, good deeds", which after 28 years has become the central emulation movement throughout all fields of work and social life, being constantly renovated and improved. Over the past five years, the city has requested the Hanoi Emulation and Commendation Committee to actively coordinate with Central and City media outlets (Nhan dan, Lao dong, Kinh te & Do thi, Hanoimoi, Phu nu Thu do, Tuoi tre Thu do, among others) to actively disseminate on the movement.

As a result, more than 2,000 news, articles have been published in newspaper and magazines to communicate on the emulation movements, models, typical examples of good people and good deeds of the capital.
