"It should be of particular interest to urban planning along the Red River"

Delivering a speech at the session discussing the resolution on Hanoi`s socio-economic development plan for 5 years of 2016-2020, Mr. Nguyen Minh Duc, delegate from Thanh Xuan District cum Chief Editor of Economics & Urban Newspaper, proposed additions to the draft resolution on the content of planning the Red River.

On August 3, at the second plenary session of Hanoi's 15th People’s Council 2016-2021 tenure, participants considered and discussed a resolution on Hanoi's socio-economic development plan for 5 years of 2016-2020.

Speaking at the session, Mr. Nguyen Minh Duc appreciated the content of Hanoi's socio-economic development plan for 5 years of 2016-2020, as well as Resolution submitted in this Council. He added the proposed resolution on Hanoi's socio-economic development plan for 5 years of 2016-2020 in the content of planning the Red River.

Along with the export program that Hanoi Chairman has promoted for the City, Nguyen Minh Duc proposed export plans to the resolution plan of socio-economic development in 5 years of 2016-2020 to MPC that has establishments with high political determination. He said exports proved production capacity of Hanoi.

Discussing on economic issues, Nguyen Minh Duc said that the financial resources of the City is a huge one. Thus, in the socio-economic development plans of 2016-2020, it should be interested in Hanoi's investment fund. "If you promote the fund and concentrate on financial resources, investment funds may be proactive for the plan as well as the key investment projects. Therefore, we should pay attenntion to restructuring as well as the organization and operation of the City's Investment Fund."

Switch to planning issues, he said, when consulted about building of Hanoi Party's Resolution 2015, we have proposed text to attract special attention to urban planning for Red River. Recalling a planning workshop on the Red River 20 years ago, the results of the workshop said that the planning of the Red River related to the legal problems of dikes. 20 years later, the planning still entangled to the law on dikes.

Comparing with other cities, Mr. Nguyen Minh Duc recalled a time working in Bangkok (Thailand), the Chief Editor of Bangkok Post said that to be a city on the banks of the Chao Phraya River, it takes Bangkok 40 years. In Da Nang City, there is the City along Han River, the City must replace 1/3 of its population.

Nguyen Minh Duc also proposed Hanoi People's Committee and People's Council to revise the formulation of mechanisms and policies related to the Law on the Capital to create basis for the City People's Committee to implement activities in the next 5 years. For example, Hanoi People's Committee issued the Regulation on management planning, high-building architecture in the historic inner-city areas of Hanoi, the people support and said that there have never obvious regulations to perform.

Additional comments on the measures stated in the draft resolution, Nguyen Minh Duc noted the mobilization of people and resources of the Capital's people to work with the government, the industries to implement the targets suggested.

"For example, we conducted the year of urban orderly civilization, the City directed the departments, the levels to implement but have to appeal the people to participate to gain successful implementation. If not arousing people's resources, it is difficult to achieve the goal", Nguyen Minh Duc commented.
