JICA helps prepare high-quality human resources for Vietnam

By funding courses for Vietnamese governmental officials, JICA helps Vietnam prepare qualified manpower.

The Japan International Cooperation Agency (JICA) has contributed to launching a scholarship program which is open for young and capable Vietnamese government officials, partly helping prepare qualified human resources for Vietnam.

In mid-August 2019, JICA together with the Embassy of Japan in Vietnam and the Ministry of Education and Training of Vietnam launched the application of the Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) 2019. 

JDS application in 2019 targets to young government officials who are expected to contribute to the socio-economic development of Vietnam, JICA said in a press release.

JDS provides full scholarships including tuition fee, flight tickets, monthly scholarship and other allowances funded by the Government of Japan through official development assistance (ODA). 

Launched in Vietnam since 2000, the program has dispatched 633 Vietnamese fellows to Japan. 

Within the JDS framework for Vietnam in the 2018 – 2021 period, JDS in 2019 provides scholarship for two-year master’s courses in various fields including Economics, Urban Development, Energy, Agriculture, Environment, Legal System, and Public Administration at Japanese universities. 

JDS fellows are supposed to write thesis papers in English for the application deadline on October 29, 2019. Up to 60 final successful candidates will be selected by March 2020 and dispatched to Japan in August 2020.

Priority areas cover three main majors namely (1) promoting economic growth and strengthening international competitiveness which include strengthening market economy system, improving economic infrastructure and traffic accessibility (transportation), improving economic infrastructure and traffic accessibility (energy), agriculture and rural development; (2) response to fragility which focuses on responding to the threats of climate change, disaster, environmental destruction; (3) and strengthening governance which covers strengthening legal system and strengthening administrative capacity. 

Currently, JICA is managing a number of projects on education and human resources development across Vietnam, including Project for the Establishment of the Master Programs of Vietnam-Japan University, Educational Environment Reinforcement Project for IT Engineers as "Immediate Assets" in Hanoi, Project for Human Resources Development for Heavy-Chemical Industry at Industrial University of Ho Chi Minh City, and Human Resources Development Program for Enhanced Efficiency of Port Shipping in Haiphong.
