Vietnam and China build up political trust

Vietnam and China have agreed to build up political trust, increase economic cooperation, and speed up transport projects to deepen their comprehensive strategic cooperation partnership.

During their high-level talks in Hanoi on October 13, Vietnamese Prime Minister Nguyen Tan Dung welcomed Li’s visit which he said will help foster the long-lasting friendship and multifaceted cooperation between the two parties, States and peoples.

Premier Li conveyed condolences to the Vietnamese Party, State and people over the passing of General Vo Nguyen Giap. He said his visit shows China’s determination to strengthen traditional friendship and mutually beneficial cooperation with Vietnam.

They discussed a number of measures to deepen the comprehensive strategic cooperation partnership between Vietnam and China in the new context.

They underlined the need to increase political trust and maintain regular visit exchanges at all levels.

Both countries should boost mutually beneficial cooperation in all areas, especially economics and trade, to raise two-way trade to US$60 billion in 2015 and gradually balance their trade, they said.

They agreed to speed up key transport connectivity projects, including those on Lang Son-Hanoi and Lao Cai-Haiphong highways, while conducting a feasibility study on a high speed railway route linking Lao Cai to Haiphong city.

Dung and Li agreed to increase monetary and financial cooperation and encourage their financial institutions to provide assistance to joint trade and investment cooperation projects.

To this end, a working group on infrastructure cooperation and another working group on monetary cooperation will be established soon.

They encouraged more people-to-people exchanges to consolidate bilateral friendship and agreed to jointly organise the second Vietnam-China youth festival later this year.

The two countries will make a greater effort to build a common border of peace, stability and prosperity, and increase coordination at regional and international forums, contributing to global peace, stability and prosperity.

Both sides agreed to put forwards the common perception of the two Parties’ top leaders, strictly adhering to the signed agreement on basic principles guiding the settlement of sea issues between Vietnam and China.

It is necessary to optimise the governmental-level negotiation mechanism for border and territorial issues between Vietnam and China, maintaining consultations and friendly negotiations to seek basic and long-term solutions acceptable to both sides.

At the same time, both sides will consider ‘transitional’ solutions for sea-related issues, including cooperation for shared development, that do not affect each other’s standpoints and plans. A joint working group will be established to deal with the work.

They agreed to increase the number of meetings of a joint working group on the area off the Bac Bo (Tonkin) Gulf and an expert-level working group on cooperation in less sensitive issues at sea, so as to soon conduct research and compare Holocene sedimentary deposits in Vietnam’s Red River Delta with those in China’s Chang Jiang River Delta.

Other sea cooperation areas include marine environment protection, marine research, search and rescue work at sea, natural disaster prevention and maritime transport at sea.

Both sides agreed to better settle all sea-related disputes and not take actions to further complicate the situation through hotlines and other existing mechanisms.

They pledged to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and work closely together to maintain peace and stability in the East Sea, in line with DOC and working towards the Code of Conduct (COC).

Premier Li invited PM Dung to visit China, and the invitation was accepted with pleasure.

They witnessed the signing of a number of cooperation agreements between the two countries, including those on the opening of trade promotion agencies in each other’s territories, and the building of a cross-border economic cooperation zone.

Premier Li began an official three-day visit on October 13 at the invitation of PM Nguyen Tan Dung.
