Hanoi determined to become an engine for the nation’s prosperity

Rapid and sustainable development of Hanoi would serve as the growth engine for the Red River delta, the northern key economic zone, and the country toward prosperity.

Secretary of the Hanoi Party Committee Dinh Tien Dung gave the remarks during a conference held today [June 22] to discuss the implementation of Politburo’s Resolution No.15 on the vision and objectives for Hanoi’s development until 2030, with a vision to 2045.

According to Dung, during every phase of development, the Politburo has set an objective for Hanoi to fulfill its role as the country’s political-administrative hub, as well as the economic, cultural, educational, scientific, technological and global integration center.

“Resolution No.15 is the latest step to ensure Hanoi realizes its potential and strategic roles in the country’s socio-economic development,” Dung said.

In this process, the resolution called for the finalization of the favorable legal framework for Hanoi’s comprehensive development and global integration.

“Economic, cultural, and social development should go hand in hand with maintaining national defense, security, and foreign policies,” stated Dung, expecting traditional cultural preservation to be part of economic development.

“Culture and the people are the aim, foundation and motivation for Hanoi’s socio-economic development,” Dung added.

The Hanoi Party chief stressed the necessity to promote a strong and healthy political system, along with a contingent of high-quality and dedicated public servants among the factors for the city to move forward.

In line with such efforts, the resolution expects Hanoi's GDPR growth in the period 2021-2025 to be higher than the national average, with economic growth in the next five years averaging 8-8.5%; and GRPD per capita of US$12,000-13,000.

By 2045, Hanoi would become a global city with high living standards and a GRDP per capita of over $36,000.

The city would boast a comprehensive and harmonized development of culture, society, and economy, along with a development level comparable to capital cities in the region and  the world.

Dung mentioned that the key solutions include purposeful economic restructuring based on science, technology and innovation, and a well-functioning legal system with favorable mechanisms and policies to spur Hanoi's development in the next phases.

Putting resolution into practice is a priority

At the conference, delegates shared the view that the Resolution No.15 remains significant not only for the development of Hanoi but also for localities in the capital area and the Northern key economic zone.

Vice Minister of Construction Le Quang Hung expected the city to focus on revising the Capital Law, seen as the key step to put Resolution No.15 into practice, and devise special mechanisms for Hanoi’s development.

Meanwhile, Vice Minister of Transport Nguyen Ngoc Dong raised the necessity for Hanoi to improve the quality of the planning, including the city’s overall planning for the 2021-2030 period, with a vision for 2050; the revision of the construction planning until 2030, with a vision to 2050.

“These are the basis for Hanoi to further attract investment capital to fund development projects,” Dong said.

Secretary of the Hung Yen Province Party Committee Nguyen Huu Nghia considered the development of Hanoi essential for the growth of the entire region.

“The immediate goal for Hung Yen would be to work closely with Hanoi in the construction of the Ring road No.4 to ensure its completion before 2027,” he added.

Permanent Member of the Party Central Committee’s Secretariat Vo Van Thuong urged Hanoi to soon draft an action plan to realize Resolution No.15 with a clear timeline and objectives and report annually on the progress to Politburo.

Thuong also expected the Government to support Hanoi in creating the right environment for Hanoi’s rapid and comprehensive development.

“The responsibilities for realizing this resolution rest not only on Hanoi but also for other provinces/cities and Government agencies,” Thuong said.

“Localities in the capital  area and northern key economic zones should be clear of their respective responsibilities and cooperate with Hanoi in implementing the resolution,” Thuong added.

With only eight years to go until 2030, Thuong called on Hanoi to show great determination to transform the city, especially to finalize construction planning until 2030, with a vision for 2050, maintain public order and improve transportation infrastructure.
