Hanoi addresses administrative challenges through dialogues

Hanoi's Department of Labor, Invalids and Social Affairs will open more multi-stakeholder dialogues to find solutions for administrative reforms.

Hanoi's Department of Labor, Invalids and Social Affairs has conducted direct dialogue with individuals and organizations to streamline administrative procedures.

The department's Deputy Director Nguyen Tay Nam talked about the issues in an interview with Hanoimoi Newspaper.

How does the Hanoi Department of Labor, Invalids and Social Affairs deal with the administrative challenges faced by individuals and organizations?

We have taken comprehensive measures to enhance the effectiveness of administrative reform and the use of information technology in processing applications.

In the first nine months of 2024, the department handled more than 27,100 requests for administrative procedures.

Currently, there are 112 administrative procedures under the department's jurisdiction, covering areas such as employment and occupational safety, wage and social insurance, vocational training, assistance to veterans, social protection, child care, and prevention of social evils. Of them, six could be completed entirely online.

How does the department respond to the concerns raised in the face-to-face meetings?

We have highlighted communication which is important in administrative reforms. In addition, the department has held meetings to interact with people and business representatives, allowing idea exchange and feedback on administrative reforms. 

For example, they have helped us identify incomplete data in the processing of unemployment insurance claims or challenges with cashless social security payments.

What specific outcomes were achieved through the multi-stakeholder dialogue approach in the implementation of Project 06 in Hanoi?

 Assisting citizens to complete administrative procedures at the Hanoi Labor Department's one-stop shop.

The department has integrated the lessons learned and reasonable suggestions from the multi-stakeholder dialogue into the implementation of Project 06 [which aims to develop the application of data on population, identification, electronic authentication data for national digital transformation], focusing on updating social security data, digitizing records, and paying social benefits.] 

We are looking for solutions to provide more services online, which requires full digitalization of administrative procedures from application to resolution on the Administrative Procedure Information System.

As of September 2024, nearly 202,000 out of 203,175 social protection data entries have been standardized in the database. The department has also integrated data for over 1.8 million children, with over 1.7 million entries cleaned and displayed in the system.

For persons with meritorious services, data for 78,755 out of 78,866 cases have been verified and entered into the National Population Database. This includes data on those receiving monthly benefits, their relatives and certain groups managed by the department.

Going forward, we will engage in more multi-stakeholder dialogues to find solutions. 

The department will also focus on accelerating the digitization of records while guiding grassroots to follow proper procedures for interrelated administrative tasks.
